Human spaceflight program would have been very very costly compared to launching sats in initial stages or say in a very young stage of ISRO....

In that case ISRO should have gotten allied with the USSR which had a fine space program. Allying with USA ( which provided ISRO's first rocket ) and France ( which provided the licensed design of the Viking engine which in India was renamed as Vikas ) did ISRO no good.

USSR had a program for a year-long manned, landing mission for Mars which was meant to be executed by the mid-1970s. Article here. Perhaps ISRO joining the USSR's general space program and especially sharing in the development of this particular Mars program could have provided impetus to the mission and made it realized.

The Indians are so effective, cost efficient, so advanced that's why American top tech companies hire Indians for CEO posts. It has shown NASA it could achieve a lot for less which they are very proud of as a very convincing selling point. NASA better partner with first tier space power ISRO if US intends to save money and challenge the Sino Russo moon base.
