IMO,There are 3 kinds of readiness...
1. Preempt an Attack - Stop an attack even before happening.Preempt it in preparation stage.For that you need to secure your border and take care of home grown terrorist groups.Thankfully India is nearing that capability.Indo Pakistan Maritime border is quite secured and Border in Kashmir will get secured within few years.Also,there are policies like mounting International pressure to fund and shelter provider nation also provides effective results.But still,porus borders of Indo-Nepal,Indo-Bhutan and Indo-Bangladesh can become potential crossing point.
2. Stop Terrorists during early phase of Attack - Frankly,it is quite hard to stop them in this phase as they always pick a soft target,unless it is a suicide attack.It'd require a QRF patrol nearby to stop them in this phase as you can't expect a Super Mall guard as an ex sniper or special forces operative.In this phase even Police should not engage them with direct firefight as it risks further loss of innocent lives.Fighting with terrorists without any formal training is futile.Police should contain this situation but shouldn't directly engage them to save lives.
3.Conduct an CT Operation- Needs properly trained SF to perform.NSG is more than capable to conduct such operation with 3-4 hours anywhere in India provided there is no delay in decision making.Almost every state has some QRF for this kind of situation,but generally NSG takes charge.I've seen Police engaging against such targets without having proper training and weapons and they becomes easy target.It shouldn't happen anyway.
So,India is as prepared as it can be.There is no denying that there is a lot of things need to be done and it'll probably take over a decade to field CT forces comparable with Europe/USA.But still,Post 26/11 India ensured that no more such attacks takes place in India,and we'll continue to do so.
