Why doesn't the Government of Iran buy some Sukhoi Su-30s and 35s to replace the vintage fleets?
Now that Iran has been engaged with the rest of the world due to removal of sanctions, I think you could do that as temporary solution before making your own.
Iran is a strong country and you will eventually make your own. But till then newer jets will make it easier for training young pilots.
