Since re-entering office, President Donald Trump has intensified efforts to crack down on Mexico’s powerful drug cartels, marking a significant shift in U.S. policy that has unsettled Mexico’s government. Trump’s approach combines diplomatic pressure, economic sanctions, and the unprecedented offer to deploy U.S. troops on Mexican soil—an offer firmly rejected by Mexican President Claudia Sheinbaum, who emphasized Mexico’s sovereignty as non-negotiable.

A number of significant Mexican cartels, such as the Sinaloa Cartel and the Jalisco New Generation Cartel, have been boldly designated as Foreign Terrorist Organizations (FTOs) by the Trump administration, announced in February 2025, this designation gives the U.S government more counterterrorism authority, including the capacity to carry out secret operations that the president has approved. The action shows a readiness to view cartel violence as a national security concern comparable to terrorism, in addition to being criminal conduct.

Beyond legal designations, the U.S has increased military and intelligence cooperation with Mexico, including the deployment of the U.S Army’s 7th Special Forces Group for joint training with Mexican forces and expanded CIA drone surveillance over Mexican territory, these measures aim to disrupt cartel operations and gather actionable intelligence, but the Trump administration has also imposed steep tariffs on Mexican imports to pressure the government into greater cooperation on combating drug trafficking and human smuggling.

Trump’s offer to send U.S troops into Mexico, confirmed publicly in early May 2025, represents a dramatic escalation, the president described the cartels as “terrible individuals” responsible for thousands of deaths, including a fentanyl crisis that claimed approximately 300,000 American lives last year. He expressed frustration with Mexico’s leadership, suggesting that President Sheinbaum is “intimidated” by the cartels. Sheinbaum, however, rejected the proposal outright, stating that “sovereignty is not for sale” and that Mexico would never accept foreign military boots on its soil.
