The blue building is where F=5's fighters are converted into Saegheh through an overhaul upgrade program an F-5 enters and then the saegheh leaves next to is the F-4 overhaul facility where it's a lot like Hotel California! You can enter but you can never leave!

Iran my have built one saegheh prototype but that's all they built the rest are all overhaul programs nothing more!
