They run over little girls who are 6 years old and don't bother about it and this 6 year old is a Chinese citizen. To expect them to care about Indians would be the shocking news, not that they were ill-treated. When a "professor of law" writes a piece justifying extra-judicial processes it reflects on the social and ethic values of the society he dwells in. And given that China is a communist nation, we should not be surprised. Are we surprised when cannibals in New Guinea eat fellow humans? Shocked - yes; disgusted - yes; revolted - yes but not surprised. Ditto for China.
