Right now Iraq really needs an strong air force. I know that during Saddam's time There were lots of Mig 29s and Mig 25s and other Russian aircraft useful to the army. Some of them were dug up as they had been buried so they could be used again by Saddam. I also heard the a lot some parts of the air force were on standby and had aircrafts ready but no way of getting orders.

Also some of these aircrafts were shipped to the US so they could be researched. As Mig-25 with the Iraqis had the latest specs.

Why can't Iraq get Russian help to get some of the less damaged aircraft repaired and back into service?

Iraq does get revenue from oil, and foreign aid. I know Iraq will be getting F-16s but if the Migs can also be cheaply repaired that would be a great advantage.

maybe not all but at least a few...

That would result in carpet bombing of cities hitting mainly unarmed people.

Iraq has purchased Chinese UCAV's, the models were on the MoD's desk which is a semi confirmation as they only hold models from things they bought. Also CATIC offered the CH-4 earlier and MoD spoke about it means it's very likely.

CH-3 and CH-4 have been purchased, both are good for COIN operations. Fighter aircraft aren't, even the US F18's flying recon missions have no clear targets.

how are you planning on hitting ground targets with Mig-25 and Mig-29

they are better off buying used Su-25s

I'm sure they have air to ground equipment. Also ISIS is trying to get anti aircraft systems. Mig 25s would be handy in such a situation

Yup, Su25 is the best Russian aircraft for this purpose.
BTW, A-10 is the best thing to screw them. It has great payload, awesome gun, amazing loiter, ... US also wants to retire A-10 fleet in near future. So, That would be a good option for Iraqis to buy some of them. BTW, it has also proved its capabilities in many wars like Afghanistan war.

in my opinion Iraq needs more UAVs and more Mi-35s
more efficient way of dealing with them

UCAVs have very small payload. they are good in targetting specific targets, but not attacking a large area. helicopters are also great, but they are vulnerable, and can be targeted by ISIS goons. Aircrafts with large payload, and a good loiter are the best for troops support ;)
BTW, watch the youtube video that I uploaded, BTW, fast forward to the end of it.

I am not talking about UCAVs I am talking about UAVs to identify targets
also considering iraq barely has any actual troops on the ground to identify enemy for air support
they would still need UAVs

When your half-million strong army that has access to large stockpiles of modern weapons disintegrates in the face of a few thousand amateurs, your air force is the least of your worries.

Perhaps you should do some research about what happened instead of repeating the same thing that they ran away like that which is false information. visit Iraqi military thread to read my few posts of explanation after that do your own research.

So it was a "tactical retreat"

Iraqi soldiers were abandoned by their officers, which leads to chaos and desertion. There were only a few hours for this all to take place, so they either ran, drove, rode, or were defeated in place. Not many other options...

The governor of Nineveh, Al Nujafi was involved in it as well. Soldiers that were there spoke about it on camera. Suspicious things took place day before it happened, there are many pieces of information available, + in Arabic which you won't get, still you can get quite far without it anyway you won't so it's irrelevant. If you want to get the info yourself, if not then don't.
