Most people are being targeted by ISIS in Iraq including the Christians, so, no exclusion is there, everyone means Shias, Sunnis, Kurds and even foreigners. Saddam has proven that he is willing to use WMD on number of different occasions, with that type of guy you don't take risks. Also, there was no foolproof intelligence report that could have indicated that he does not possess chemical weapons, although he certainly had the capability to produce them.
