My dear, I think Iran is not a theocracy at the bottom of the core, it appears to be theocracy if you look facade of Iranian structure from top to bottom.
It is rather more structured like Plato's system of governorship where philosophers have the highest ranking positions who run this country then you have military as a second class who are bent on protecting this system and finally you have economy working class as the lowest but not least important they all have to function fine in order if you wanna have stability of some sort in a state. I personally think this system is fine if it was to function in normal conditions but since Iran has many enemies it has to compensate in areas of security where you really have to control what is happening inside your territories. Technocracy is fine as long as there is someone to control them because they can go wild as well and become nuisance to others. I believe technocrats deserve better place in iranian society maybe somewhat better than military echelon or to fuse military and technocratic class to work as one, all that of course under the watchful eye of leaders.
Of course Plato's state is the base skeleton or form of Iranian structure and flesh blood is given by the name Islamic which gives identity to the race or nation in a state they live. All other names such as democratic, republic, kingdom is a mere word nothing more nor less, you can call it they way you wish.
All other sheikdoms banana states are tyrannies and same applies you can add anything to the name of the state it will remain tyrannical even it has a name islamic before it!
