Iranian Speaker: Talks with US Utterly Forbidden

TEHRAN (FNA)- Iranian Parliament Speaker Mohammad Baqer Qalibaf blasted the International Atomic Energy Agency (IAEA) resolution against his country, and said Tehran will not hold talks with Washington at all.
"We believe that any talks should be held from the position of strength and talks with the US is utterly forbidden," Qalibaf said, addressing an open session of the parliament in Tehran on Sunday.

He underlined that all Iranian officials share the belief that the US and Israel will fail in attaining their goals in the region and the world, and said, "Under no conditions, we will allow the Agency to violate the legal frameworks."

Qalibaf lashed out at the European states for collaboration with the US and enmity towards the Iranian nation by sponsoring the anti-Iran resolution at the IAEA, and said the US has resorted to Europeans to implement its policies after its failure in attaining its objectives through bullying against the independent nations.

"The sponsors of the resolution are responsible for today's tensions in relations with the Islamic Republic of Iran and they should account for the consequences of this move," he added.

Qalibaf also appreciated Russia and China for supporting Iran in the IAEA meeting, warning certain neighboring states of the westerners' plots.

"We remind them that the neighbors remain beside each other forever but the advantages of cooperation with Europe and the US do not last forever," he said.

In relevant remarks on Saturday, Iranian Foreign Ministry Spokesman Seyed Abbas Mousavi blasted the IAEA Board of Governors' resolution against Tehran which had been proposed by the three European members of the nuclear deal, saying that they have been entrapped in a dangerous game arranged by the US and Israel.

"What has happened at the International Atomic Energy Agency (IAEA) Board of Governors is not acceptable to the Islamic Republic of Iran because Iran has had the highest and most transparent cooperation with the Agency and the Board within the framework of the safeguards," Mousavi said.

He said that the resolution has been prepared based on baseless allegations and pretexts against Iran, lambasting the three European states for their bizarre behavior.

"Although they are members of the nuclear deal and are aware of the conditions and the records related to the case, unfortunately they have entered an unconstructive and dangerous game."

"We think that they have been entangled in a trap laid by the Zionists and Americans for them and showed to our nation that they are incapable and untrustworthy countries," Mousavi said, warning of the consequences of the resolution for those who have prepared it.

Also, on Friday, Iranian Foreign Minister Mohammad Javad Zarif said the EU Troika (Britain, France and Germany) are accomplices of the US and Israel, adding that they are not entitled to advise Iran.

"E3 must stop public face-saving and muster the courage to state publicly what they admit privately: their failure to fulfill even own JCPOA duties due to total impotence in resisting US bullying," Zarif tweeted.

"Behind facade, E3 are accessories to Trump and Netanyahu—and in no position to counsel Iran," he added.

Also, on Thursday Zarif wrote, "BoG should not allow JCPOA enemies to jeopardize Iran's supreme interests."

The Iranian foreign minister said that "E3 should not be an accessory, after failing own JCPOA duties."

"We've nothing to hide. More inspections in Iran over last 5 yearrs than in IAEA history," he noted.

"An agreeable solution is possible, but Res will ruin it," Zarif reiterated.

There is no difference between Europe, US: Amir-Abdollahian

TEHRAN, Jun. 21 (MNA) – Iranian Parliament Speaker's Special Adviser for International Affairs Hossein Amir-Abdollahian said that there is no difference between Europe and the US, and some European countries are the main US' agents.

In an Instagram post on Sunday, Amir-Abdollahian wrote, "The three European countries (Britain, France and Germany) must apologize to the Iranian people for not playing any effective deterrent role in the face of unilateral US sanctions and its withdrawal from JCPOA."

"They just said useless words and showed the true nature of weak Europe in the contemporary world," he added.

"The anti-Iranian action of the three European countries in the International Atomic Energy Agency once again showed that there is no difference between the behavior of Europe and the United States, and some European countries are the main agents of the United States," he stressed.

Amir-Abdollahian highlighted that Tehran expects Europe to behave constructively and not allow the US to behave in a humiliating manner towards them.

On Friday, the UN nuclear agency's Board of Governors passed a resolution, put forward by Britain, France and Germany, to push for intrusive inspections of two Iranian nuclear sites that the trio claims may have been used for undeclared nuclear activities in the early 2000s.

Succumbing to Washington’s pressure, the three European countries, parties to Iran’s 2015 nuclear deal with world powers known as the Joint Comprehensive Plan of Action (JCPOA), have so far failed to honor their commitments under a landmark agreement and offset the impacts of US sanctions, which were re-imposed on Iran following the US' unilateral withdrawal from the deal in May 2018.

This is while Tehran has rejected the allegations of non-cooperation with the IAEA, insisting that it is prepared to resolve potentially outstanding differences with the IAEA.

China, Russia see US 'bullying' as IAEA adopts anti-Iran resolution

China and Russia have rebuked the International Atomic Energy Agency for giving in to US "bullying" as the IAEA's board of governor on Friday passed a resolution critical of Iran for the first time since 2012.

The resolution, submitted by France, Britain and Germany, comes at a time when the United States is working to extend an arms embargo against Iran.

Diplomats attending the Friday meeting in Vienna were cited as saying that the resolution called on Iran to allow access to two former sites mentioned in two IAEA reports.

Iranian officials have said Tehran has responded to all outstanding questions about its nuclear activities and the IAEA has repeatedly confirmed it. The new questions, they say, have been raised based on information fabricated by Israel.

Iran's Foreign Ministry spokesman Abbas Mousavi on Monday regretted that the IAEA has chosen to ignore Tehran's long history of cooperation, warning that a new resolution "would somehow complicate Iran’s cooperation with the agency”.

"They are opening a closed case. The basis for their allegations is the information that is claimed to have been obtained through espionage by the Zionist regime and [Israeli prime minister Benjamin] Netanyahu,” Mousavi said.


China submitted a 5-page statement to the IAEA on Thursday, saying “The root causes of this situation lie in the unilateral and bullying practices of the US.”

China's envoy Wang Qun said should the resolution pass, it could sound the death knell for the landmark 2015 nuclear agreement between Iran and world countries.

The Trump administration exited the deal known as the Joint Comprehensive Plan of Action (JCPOA) in 2018, but other signatories vowed to salvage it.

Washington is now working to extend a UN-imposed arms embargo due to expire in October under Tehran’s nuclear deal.

The European Union’s top diplomat Josep Borrell said this month that since the United States has already withdrawn from the nuclear agreement with Iran, it can’t now use its former membership of the pact to try to impose a permanent arms embargo on the Islamic Republic.

"The United States has withdrawn from the JCPOA, and now they cannot claim that they are still part of the JCPOA in order to deal with this issue from the JCPOA agreement. They withdraw. It’s clear. They withdraw,” Borrell said.

European officials, however, have never seriously stood up to the US. They have already failed to take steps to ensure that Tehran benefit from the deal following Washington’s unilateral withdrawal from the accord in May 2018.

Making the situation worse, the US-backed resolution drafted by the three European powers calls on Iran to “fully cooperate” with IAEA requests to visit the two sites that the Israeli "information" claims may have hosted low-level atomic work two decades ago.

The resolution comes just after IAEA Director General Mariano Grossi said Monday that the agency "continues to verify the non-diversion of nuclear material declared by Iran under its Safeguards Agreement”.

"To date, the Agency has not observed any changes to Iran’s implementation of its nuclear-related commitments in connection with this particular announcement, or in the level of cooperation by Iran in relation to Agency verification and monitoring activities under the JCPOA,” he said.

The agency has closed a dossier addressing "possible military dimensions” of Iran’s nuclear energy program.

Russia's Ambassador to International Organizations in Vienna, Mikhail Ulyanov, also questioned the need for a resolution, saying the recent dispute between Iran and the IAEA should not be overdramatized.

“Deeply disappointed and concerned that #Tehran and the Secretariat are yet to resolve the issue of access to two locations in Iran that are of interest to the Agency,” Russian mission in Vienna quoted Ulyanov as saying in a post published on its official Twitter page.

“However, there are no reasons whatsoever to overdramatize the situation,” he added.


On Thursday, Iran’s permanent representative to Vienna-based International Atomic Energy Agency, Kazem Gharibabadi, said “no country will open its territory to the inspections” only based on continuous allegations provided by its own enemy.

“Possibly you may ask why Iran does not grant access to the two locations automatically. The answer is clear: as a matter of sovereignty, no country opens its territory to the inspections only based on continuous allegations provided by its own enemy, even if it is evident that the result of which will prove those allegations to be false,” the Iranian diplomat said.

“I would like to ask the Member States to put themselves in our shoes and see if they are ready simply to engage with the Agency every now and then based on unsubstantiated allegations made by their adversaries?!”

According to the IAEA’s 129-page 2019 Safeguards Implementation Report, Iran received the biggest part of the inspections that were carried out worldwide by the atomic organization’s inspectors, and the figure stood at 21 percent of the entire visits made to various nuclear sites.

Tehran voices concern over French ballistic missile test

TEHRAN — Foreign Ministry spokesman Abbas Mousavi has voiced concern over France’s recent testing of a ballistic missile capable of carrying several nuclear warheads, saying it runs counter to France’s commitment to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT).

In a statement on Saturday, Mousavi said the French Navy’s launch of a new generation of intercontinental ballistic missiles capable of carrying several nuclear warheads (dubbed M51 missile) was totally in contravention of the spirit and the text of Article VI of the NPT and of France’s commitment to nuclear disarmament, the Foreign Ministry website reported.

“The Islamic Republic of Iran’s government expresses concern about such measure, believes that the French government must not ignore its international commitments under the Article VI of the NPT and declaration of the NPT Review Conferences, and calls on Paris to fully honor its international commitments to nuclear disarmament,” the spokesman said.

He finally railed against development of nuclear weapons as a threat to international peace and security, noting that renovation and testing of such weapons would undermine the NPT as the cornerstone of the international nuclear disarmament and non-proliferation regime.

According to Sputnik News, the French Ministry of Defense announced on June 12 that it had fired a ballistic missile across the Atlantic Ocean. The M51 submarine-launched missile (SLBM) was monitored by French and U.S. forces, and the test was hailed as a “success” and “essential to French nuclear deterrence” and sovereignty.

Le Téméraire is the second-oldest of France’s four Triomphant-class ballistic missile submarines, launched in 1998. Each of the subs can carry 16 SLBMs. In turn, the M51 carries a payload of between six and 10 multiple independently targetable reentry vehicle (MIRV) nuclear warheads, meaning each Triomphant boat could potentially deliver 160 separate nuclear strikes.

Defense Minister Florence Parly hailed the test in a statement on Twitter, saying its success “demonstrates our technological excellence and our attachment to French sovereignty. I congratulate all those whose commitment has made this test a success. Their involvement is essential to French nuclear deterrence and to our sovereignty.”

According to the Arms Control Association, a U.S.-based non-governmental group, Paris has 300 nuclear warheads available for use.

Iraqi PM to visit Iran

Iraqi Prime Minister Mustafa Al-Kadhimi is planning his first foreign tour with visits to the United States, Iran and Saudi Arabia.

Iraqi officials told The New Arab’s Arabic-language service that the tour is expected to start next month.

Two government officials, both of whom spoke separately with The New Arab, said the tour may take place towards the end of July.

Kadhimi formally took office on May 7.

Prime Minister Kadhimi probably wants to mediate between Iran, Saudi Arabia, and the U.S., what his successor Adel Abdul Mahdi tried to do.

Iran has been open for dialogue with Saudi Arabia but Tehran has been a fierce critic of the Saudi-led war on Yemen.

However, Iran has rejected the notion of talks with the Trump administration, insisting that the U.S. must first make up for its illegal sanctions measures against Iran.

Moreover, some analysts and politicians are of the opinion that the U.S. killed off any chance for dialogue by assassinating Iranian General Qassem Soleimani in Baghdad in early January.

In a phone conversation in May, President Hassan Rouhani told the Iraqi prime minister that Iran will stand beside the Iraqi government and people.

“As we proved that we stand beside the Iraqi people in fighting Daesh, we will stand beside the Iraqi government to help establish stability and make progress,” Rouhani stated in phone call.

He said Iran attaches great importance to Iraq’s independence, political stability, national sovereignty, and integrity.

“We always have to be careful about plots which target interests of the Iraqi people and the region,” he noted.

Rouhani also highlighted the importance of regional peace and stability.

Elsewhere, he called for expanding economic cooperation and implementing agreements between the two countries.

For his part, Kadhimi said that it is essential for two countries to expand economic relations.

The prime minister described Iran as a “friendly” and “brotherly” country.

“We will never forget Iran’s help to Iraq in fighting Daesh and we seek expansion of relations in various areas,” he said.

Iraj Masjedi, the Iranian ambassador to Iraq, met with Kadhimi in May.

“In the meeting with Mr. Kadhimi, bilateral cooperation, continuation of actions regarding the 1975 Algiers Agreement, banking cooperation, Khorramshahr-Basra railway, and visa for the two countries’ citizens were discussed,” Masjedi said in a tweet.

He added that the Iraqi prime minister praised Iran’s efforts in the fight against Daesh- also called ISIS or ISIL.

“Kadhimi considered Iran and Iraq as two friendly and brotherly countries,” the ambassador noted in his tweet.

Parl. urges government to stop implementing Additional Protocol

TEHRAN, Jun. 21 (MNA) – Iranian lawmakers vehemently condemned the new resolution passed by the IAEA Board of Governors against Iran, calling on the government to stop implementing the Additional Protocol in response.

The “Islamic Republic of Iran, as a country that has had the highest level of cooperation and transparency with the IAEA in 50 years of NPT, considers IAEA Board of Governor’s resolution as an excessive demand,” reads a statement signed by 240 parliamentarians on Sunday.

Iran has implemented the Additional Protocol voluntarily and not based on its commitments, noted the MPs, adding that during the past five years, IAEA has had the strictest inspections on Iranian cites based on the protocol.

The statement comes as, on June 19, the International Atomic Energy Agency’s Board of Governors adopted a resolution drafted by the UK, France and Germany calling on Iran to grant the IAEA access to two locations amid allegations of undeclared nuclear activities.

Appreciating the stance of those countries who have not backed this scandal, lawmakers noted that this non-binding resolution is a sign of a dominating culture that rules over the IAEA.

European countries’ pressure for the ‘so-called preservation’ of the JCPOA shows that they have had an unconstructive view towards the rights of the Iranian people and have assumed the JCPOA as a tool to pursue their own aims, adds the statement.

The approval of E3-proposed resolution proves that these countries have “once again stumbled into the US and Israeli regime’s trap”, striking another blow to multilateralism, adds the statement.

The Iranian Parliament believes succumbing to such a ‘political blackmailing’ equals establishing a wrong approach in accepting the culture of ‘dominance’ that will lead to increased structural discrimination in the NPT, according to MPs.

“The Iranian Parliament calls on the government to stop voluntary implementation of Additional Protocol and change inspections into offline.”

Lawmakers hoped that the IAEA would revise its ‘wrong and dangerous’ approach towards interacting with Iran and carry out its safeguards regime “independently and professionally not under the influence of political and hostile pressures of some members of the Board of Governors.”

Iran has said the IAEA Board resolutions are not legally binding, stressing that the information obtained via espionage by the Israeli regime which is now the basis of the Agency’s requests is invalid and unverifiable. Iran’s ambassador to the Agency said the adoption of the resolution would neither encourage nor coerce Tehran to grant access.

EU says its arms embargo on Iran to remain in force until 2023

France, Germany and the United Kingdom said in a joint statement published on Friday that the European Union’s embargoes on conventional arms exports and missile technology to Iran will remain in force until 2023.

“The E3 remain committed to fully implementing Resolution 2231 by which the JCPOA has been endorsed in 2015. However, we believe that the planned lifting of the UN conventional arms embargo established by Resolution 2231 next October would have major implications for regional security and stability. We recall that the EU embargoes on conventional arms exports and missile technology will remain in force until 2023,” said the statement published by the UK Foreign Ministry website.

The statement added, “We wish to address the issue in close coordination with Russia and China as remaining participants to the JCPOA, as well as with all other Security Council Members, as well as other key stakeholders. We will be guided by these objectives: upholding the authority and integrity of the UN Security Council and working toward regional security and stability.”

It is noted in the statement that they do not support any unilateral attempt to trigger a snapback of United Nations sanctions against Iran.

The United States has stepped up calls for the extension of a UN arms embargo on Iran since April.

Under the UN Security Council’s 2231 resolution, which endorsed the 2015 nuclear deal, the arms embargo expires in October.

The Trump administration has threatened that it may seek to trigger a snapback of all sanctions on Iran if its attempts to extend the arms embargo fail.

Let me explain, Pompeo and Hook had been leaning very hard on the E3 to do this, so the result is not very surprising to me, after all bro, they're close allies of one another, what do you expect? However, after they capitulated, they issued the last statement effectively telegraphing to the U.S. that nothing will happen in November and they shouldn't press their luck by trying to invoke snap-back mech, which would have been the end of JCPOA.....This was a very public rebuke of the Pompeo's strategy. Atmar Asks for Iran's Continued Constructive Role in Afghanistan

TEHRAN (FNA)- Afghanistan's acting Foreign Minister Mohammad Haneef Atmar in a meeting with Iran's top diplomat Mohammad Javad Zarif called on Tehran to continue its constructive role in establishing peace in Afghanistan.
During the meeting in Tehran on Sunday, Atmar underlined Iran's effective and significant role in striking regional and international consensus to support Afghanistan's government and constitution, establishment of ceasefire and assistance to start inter-Afghan talks, calling for the country's continued role in the promotion of the peace process in Afghanistan.

Zarif, for his part, said that the recent media hues and cries and moves by certain foreign actors to misuse the bitter incidents which happened for the Afghan nationals were attempts to distort close cooperation and brotherly relations between the two countries

He expressed the hope that Afghanistan would increase vigilance to prevent destructive activities of ill-wishers.

Heading a high-ranking delegation, including Afghan political, economic and security officials, Atmar arrived in Tehran on Sunday to hold talks with Zarif and other senior Iranian officials.

Iranian Foreign Ministry Spokesman Seyed Abbas Mousavi said on Saturday that the two sides are to confer within the framework of Iran-Afghanistan comprehensive cooperation document on economic, border, energy, water, health, medical and security cooperation, and discuss the conditions of Afghan nationals in Iran.

Reports said on Sunday that the document was discussed by the two high-ranking officials and will be finalized within 3 months.

Meantime, the Iranian Foreign Ministry summoned Afghan Ambassador to Tehran Abdol Qafour Lival last week over the latest anti-Iran moves by certain elements in the country.

According to the reports few groups in Afghanistan are trying to instigate anti-Iran sentiments in a bid to disturb the two friendly nations’ good neighborliness.

The acts like insulting Iran’s diplomats and embassy in Kabul have been done after some incidents that befell on Afghan nationals in Harirud region and the Iranian province of Yazd.

During the meeting with the Afghan envoy to Tehran, Iran's Foreign Ministry Director-General for West-Asia Seyed Rasoul Mousavi expressed deep concern that the moves of certain elements may affect Iran-Afghanistan ties.

Afghanistan’s Foreign Ministry announced on June 11 that Kabul would send a delegation to Tehran for probing into the recent incidents and illegal immigration.

This article is basically saying what i said in my above post.....it's a mild rebuke to placate that a-hole Pompeo...nothing more. I hope we take this author's advice and not do anything stupid for now.....we just need to hold on for 5 more months.

After more than a year of stonewalling about apparently undeclared nuclear material at a site in Iran—and months of refusing access to two other sites—the Islamic Republic of Iran could have been in for harsh condemnation when the International Atomic Energy Agency (IAEA) Board of Governors met on June 19.

Iran hawks in and outside the US government wanted a finding of non-compliance with Iran’s safeguards agreement with the IAEA and a report to the UN Security Council to buttress their campaign of “maximum pressure.”

That did not happen. Instead, the board on June 19 issued a mild rebuke, echoing IAEA Director General Rafael Grossi’s expression of “serious concern” that Iran has not provided access to two locations where unreported nuclear activity allegedly took place nearly two decades ago. He added that Iran has not clarified Agency questions related to possible undeclared nuclear material and nuclear-related activities. Repeating the director general’s words and calling on Iran to cooperate was the least the board could do in this situation if it was to uphold the Agency’s responsibilities. Bloomberg IAEA watcher Jonathan Tyrone called the result a “milquetoast resolution.”
