Why don't you request your all weather friend, China for a soft loan? Never mind if they refused the $7 billion you had asked for to tide over your financial crises (whereby Pakistan had to run to the IMF to get the loan under strict conditionalities).

China may probably change its mind on dishing out loans to you and give at least part of the $500 million required for the project.

It's intriguing why Pakistan has not approached China so far. I wonder what the hitch is? After all, China is investing billions in Pakistan, so a hand-out of $200 million or so shouldn't be a big deal.

In the meantime invest in Zin block Balochistan aswell as Shale gas/Oil extraction

ENI has already begun production of Shale gas in Pakistan which makes Pakistan among the very few countries extracting shale gas at the moment.

EIA has released latest figures which puts pak at having 60% of shale gas reserves of South asia and 70%+ Shale oil

According to June 2013 estimates of the EIA based on surveys conducted by Advanced Resources International (ARI), a total of 1,170 TCF of "risked" shale gas are estimated for the India-Pakistan region, including 584 TCF in India and 586 TCF in Pakistan.

Technically recoverable shale gas is estimated at 201 TCF, with 96 TCF in India and 105 TCF in Pakistan.

The recoverable shale oil resources for the two countries is estimated at 12.9 billion barrels, including 3.8 billion barrels for India and 9.1 billion barrels for Pakistan.
