Iran constantly talks about "strategic cooperation" that it would like to have with China and Russia. Iran has been seeking to join the SCO for years now, to no effect. Iranian officials and media support Chinese and Russian actions against US hegemony. The most limited cooperation we have with Russia in Syria now has sent the western media into a frenzy, seeing how how they can "peel" Russia and Iran away from each other. Iran continues to seek to buy advanced armss from both these countries.
But these efforts are often hampered.
On the part of Russia, they supported Saddam with billions and billions of arms sales, far outstripping the covert and very small scale sales they made with Iran. They also caved in to US pressure in post-war Iranian rearmament, as well as the Shafaq co-developed advanced trainer and the S-300 deal - which was NOT sanctioned.

China walked away from a C-802 TOT deal - again under US pressure.
Both of these countries caved into US pressure when they voted for the numerous unjust UNSC resolutions against Iran.
