Iran is asking Russia and China to form some sort of all-aspect alliance against Western dominance in world for some time now but to no avail... Russia and China are seeking a role in world leadership while can not act BOLD like what USA does... You can not be a great power unless you act like one... Iran was hit hard by the
harshest ever sanctions ever applied to a nation... Russia do some cooperation and stand behind Iran only when its own interests says so... There are many occasions where Russians sold Iran in open day... Everybody in Iran knows it is not wise to put your chips on only EAST bet... Actually, despite all close relations Iran has with Russia, you can still see clearly that most of the cooperation stays on paper and that a majority of the nation don't trust Russia and its policies... Iran asked Russia to resist against American bully and don't approve sanctions... Iranian logic was and is very simple and clear... Iran says, while regimes like Israel have nuclear weapons in hundreds and do attack neighbors from time to time are treated like innocent kids and Iran not having a bomb and not attacked any country in centuries is the EVIL!!! The whole sanctions concept is ridiculous... Iran is sanctioned for human rights (imprisoning reporters while Turkey has the highest rate of reporter imprisonment!!), Iran is sanctioned for not letting girls wear puncky dresses while Saudi Arabia does not allow women to breathe ( Women are not allowed to drive, go out of home, breathe in KSA)
Now, that Russia itself is hit by sanctions they expect Iran to help him with it...
For a country like Iran with many issues to deal with from Lebanon to Yemen, to Africa to South America, it is not safe to rely on friendship of countries like Russia while it is being sold from time to time...
In simple words, Russia is not trusted in Iran due to their actions and not predictions... Russia knew well how much Iran needs the S-300 in 2007 and despite this, they played with their promises not delivering it... Even Obama said couple of months ago that "Russia could deliver s-300 to Iran as it was not under sanctions in first place and Russia did it itself!!"
Regarding the tech issue, everybody knows that Russia is quite advanced in aero-space techs but...
Russia is good with launchers and satellites but this does not make them great at automobiles or commercial airliners... Russian commercial planes are considered second grade in all around world. If you ask a pilot about it, he would say, it is always better to fly an Airbus or Boeing than a Tupolev or Superjet... I know, this superjet bird is very different from previous Russian models but it takes time for the world to regain its lost confidence in Russian planes...
Despite all this mistrust, Iran declared her intention to considering to purchase regional superjet-100s... Iran strived greatly in solid-fueled launchers and its related tech but still can use couple of newer techs from Russians... If today, Russia opens its arms
truly Iran would order tens of billions of high tech stuff overnight... but Iranian decision makers are not dumb, they know this will not happen... relying on Russia for strategically important weaponry or sensitive satellite parts is just a mistake that will hurt Iran hard on the day Iran needs it the most...
Iran has decided right and clear decades ago that No NATION will help Iran and Iran needs to stand on its own feet... Today, if Iran still shows interest in buying S-300 or 3-400 or Su-35 it is only because Iran needs more time to catch the trend on these highly advanced techs... I promise you that in a decade or two, Iran not only never order any sensitive techs again...be it from East or West...but will start to create loyal customers for herself...

Russia has great influence in Eastern Europe, North East Asia, Central Asia and have good access to North Pole.... Iran has great influence in Middle East, South America, Central Asia.... China has great influence in East Asia, Central Asia, Pacific, and Africa.... These three + some other minor nations can form an alliance that can exchange all they need internally... They can form a power that overpower West as a whole hence, great instability in the planet earth...

Iran is Germany to the Arab world as a whole but this does n't make it superior to Russia in aero-space hyper-technologies... Iran while being in a great progress still needs time to reach the top....
Even Canada, Europe and USA asked Indian space agency to launch their satellites... Does this make India superior to those customer nations or Europe inferior to the Indian ones?
Iran is now in the middle of its long way to being a top space power... It was very impressive and unique as Iran did not have an open support for its program and space plans.. Iran is making a great stride in space and space telecommunication tech but still needs time to master building, launching enduring tele-communication, spionage, navigation satellites... There are a lot a head of Iran in these fields and a little help from a veteran like Russia or China can help Iran jump couple of steps at once...
