You are referring to resolution 47 which became obsolete after the introduction of resolution 80 which clearly states that both India and Pakistan have to remove forces from Kashmir.

No one ever pressured Jinnah not to send regular army, regular army was there but thay was british army and basically non existent. Jinnah sent terrorists (mujahideen) first because he could not send regular army without getting legal papers from J&K ruler. He wanted to incite 'spontaneous' public rebellion by sending these guys. Afterwards when Indian army came in and your irregular forces were no match, Jinnah asked your Army Chief (who was British) to send in regular army. He initially refused cos Indian army chief was also British and his senior and he felt Pak had no legal claim on sending forces in Kashmir. It was only later when regular forces were sent to defend the territory which was held to achieve stalemate.
