Iranian Foreign Minister Mohammad Javad Zarif says all sanctions against Iran have to be lifted in the final stage of talks on the country’s nuclear energy program.

That's reasonable since the goal of sanctions was having some agreement on this issue, at least they announced such a thing, and it will be satisfied by then. I guess regime also seek to achieve some kind of security guarantees in this talks as well. btw, I guess just central bank sanction and oil exporting sanction are important ones.

What does he mean with all the sanctions? Also the sanctions that were started before the nuclear program?
