In Pakistan, Iran has developed a state within state, they have union council type setup in Pakistan.
Iran appoint and train all local Shiet leaders of this setup. In the end, this local govt. of Iran in Pakistan issue your certificate of clearance over phone to Iran embassy or send you to an appointed agent who arrange you visa.
Basically, Iran doesn't want non Shiet Pakistani to meet with its local liberals. Iran regime has portrayed a picture of Pakistan to its public which is totally false.
Other risk involved it that if non Shiet start traveling with Shite people, they will come to see things, which they should not!

The laws on visa are the most weird laws i've ever read about . Some of our enemies get visa upon arrival , and some of our closest allies get their privilege revoked .

i think it's an awkward mixture of bilateral relations and security reasons .

And you biggest enemy doesnt even need Visa at all.

Nadra issuing Pakistani NIC cards to terrorists? I mean, would Pakistan issue on-arrival visas to
Syrians, Iraqis or Afghanis?

Come on you well knew in last 5 year KSA stopped and then restart issuing tourist Visa at least 8-10 times.

good news..but not sure if Iran is a tourist place...at least in India, have never seen any tour operator to offer package to Iran...may be someone from Iran can guide.

They have some great historical places and good food. .. Persia was one of the great civilizations. I would love to visit. Only thing is the mullah hassle. What is surprising is that all the Iranians you meet in IRL are educated, relaxed, fashion conscious ...more like Europeans than Middle easterners, their government is a paradox..no idea how such a conservative government is representing them....unless of course they are completely different within Iran compared to their diaspora.
