The Israelis, Saudis, Americans would have no problems with balkanising us into n different states. I don't think we can always point at Azerbaijan because of some separatist chants.

Exactly. Speak softly and carry a big stick should be enough. They know we are a major regional power, they know it would be foolish to try and take our territory in any way. Gently remind them of that fact, while ensuring that they stand more to gain through cooperation than hostility.

The main thing I am concerned about is that if we declare them as an enemy in the same way that the US/Israel/Saudi are, is that it will just push them firmly into the enemy camp, and our northern flank would be threatened.
