Why does Pakistan's foreign office use low-toned low-worth wording towards its relationships?

For example, Shah Mahmood Qureshi said

• China has "agreed" to stand with Pakistan (like previously they had a different opinion)
• Iran "agrees" to adopt a joint strategy
• Turkey has "assured" their support towards Kashmir.

What is wrong with these people? Do they think Pakistan didn't deserve this support, or Pakistan wasn't worth getting this backing from the friends and allies so foreign office must tone the wordings down as what if they were wrong?

Consider this language instead;

• China stands with Pakistan
• Iran eager to adopt a joint strategy with Pakistan
• Turkey steps up its support for Pakistan on Kashmir

Do you note the difference? Current statements issued by the Foreign office are a reflection of low self-worth, doubt and being miserable like an orphan within. Instead of being an ally, are you a mental slave speaking to your masters? doing a prayer which they may "agree" and "assure" but may change their mind as well if they like? If you cannot speak with confidence, step down. Pakistanis do not need half sure and half confident language.
