WASHINGTON: It's an Internet myth that has taken on a life of its own. No matter how often you slay this phony legend, it keeps popping up again like some hydra-headed beast.

But on Monday, the Indian government itself consecrated the oft-circulated fiction as fact in Parliament, possibly laying itself open to a breach of privilege. By relaying to Rajya Sabha members (as reported in The Times of India) a host of unsubstantiated and inflated figures about Indian professionals in US, the government also made a laughing stock of itself.

The figures provided by the Minister of State for Human Resource Development Purandeshwari included claims that 38 per cent of doctors in US are Indians, as are 36 per cent of NASA scientists and 34 per cent of Microsoft employees.

There is no survey that establishes these numbers, and absent a government clarification, it appears that the figures come from a shop-worn Internet chain mail that has been in circulation for many years. Spam has finally found its way into the Indian parliament dressed up as fact.

Attempts by this correspondent over the years to authenticate the figures have shown that it is exaggerated, and even false. Both Microsoft and NASA say they don't keep an ethnic headcount. While they acknowledge that a large number of their employees are of Indian origin, it is hardly in the 30-35 per cent range.

In a 2003 interview with this correspondent, Microsoft chief Bill Gates guessed that the number of Indians in the engineering sections of the company was perhaps in the region of 20 per cent, but he thought the overall figure was not true. NASA workers say the number of Indians in the organization is in the region of 4-5 per cent, but the 36 per cent figure is pure fiction.

The number of physicians of Indian-origin in the US is a little easier to estimate. The Association of American Physicians of Indian Origin (AAPI) has 42,000 members, in addition to around 15,000 medical students and residents. There were an estimated 850,000 doctors in the US in 2004. So, conflating the figures, no more than ten per cent of the physicians in US maybe of Indian-origin - and that includes Indian-Americans - assuming not everyone is registered with AAPI.

These numbers in themselves are remarkable considering Indians constitute less than one per cent of the US population. But in its enthusiasm to spin the image of the successful global Indian to its advantage, the government appears to have milked a long-discredited spam - an effort seen by some readers as the work of a lazy bureaucrat and an inept minister.

The story has attracted withering scrutiny and criticism on the Times of India's website, with most readers across the world trashing it. "The minister should be hauled up by the house for breach of privilege of parliament (by presenting false information based on hearsay). We Indians are undoubtedly one of the most successful ethnic groups in USA, be it in Medicine, Engineering, Entrepreneurship. BUT, that does not translate to those ridiculous numbers that have been presented....this is a circulating e-mail hoax," wrote in Soumya from USA, who said he worked at the NASA facility in Ames, California, and the number was nowhere near what was mentioned in the figures given to Parliament.

"This minister (D.Purandeshwari, Minister of State for HRD)... should be held accountable for misleading the members of parliament and the citizens of India. This just shows how illiterate and mentally defunct the current Indian govt. is," wrote Anand from Melbourne.

Purandeshwari is not the first minister to use the dubious figures in a system where politicians depend heavily on their bureaucrats to furnish facts, figures, and speeches. Former home minister L.K.Advani used the same figures in a speech some years back on a visit to Washington DC.

To be fair, a country with India's huge population, I expected India to be much higher. Either Indians genuinely don't care much for these Olympiads or they have some serious work to do.
We seriously don't care about this exam because there is no added incentive announced by the Govt. for scoring high marks in this exam unlike countries like China,Japan,Iran(most probably),the U.S.A. where a student having a high PISA marks or being a member of an Science/Maths Olympiad will definitely fetch you a seat in some top ranking universities and hence their students work a lot harder on these exams compare to us.I know this is an extremely pathetic excuse on our part but like Hyperion has stated that if the Indian or for that matter the Pakistan Govt. announce immediate cash/educational incentives for representing the country in these exams i am sure you'll see a dramatic change in our rankings.Simply put most of us in the sub-continent are/were not even familiar with these exams when we were/are in high school.I,myself scored A+(more than 90%) marksboth in my Matriculation(class-X) and in Higher Secondary(class-XII) exams but i never participated in any pan-Indian Olympiad barring the Computer one simply because i was not aware of the existence of the others at that time:coffee:.Hope you got my point here:).

Not surprised winning US team had an Indian too. Americans just exactly know how to put perfect people for perfect jobs. Like they use Indian and Pakistanis for their Cricket and Kabaddi national teams. They 'utilize' naive blacks to win medals in Athletics and Basketball. They groom immigrants, they win and attract more and more immigrants. Perfect cycle.

It is wrong to argue that Indians don't care about this competition and therefore the results don't matter! They matter a lot because India bothered to compete. And it is Mathematics where I know personally that Indians are quite strong. India should worry about why such bad performance occurs and fix the process. It is certainly not the lack of talent.

Take a look at China's performance in Olympics or many other international sports. The government, though accused of draconian measures such as separating babies from parents to start training them (in such things as gymnastics), has ensured world class facilities, process and results.

Indian babies suffer a lot too in a different way - if you look at the number of brilliant kids who lose out becoming fantastic scientists and engineers because they scored only 99.94 in some test as opposed to needing 99.95 !!!! Add to that the anomalies brought on systematic quotas and reservations. Layer on top of that the institutionalized corruption. Is there any wonder that despite very good innate talents, Indians cannot shine in so many spheres?

Almost ALL major accomplishments of India have come NOT from systematic process but by sheer personality of very few individuals. The accomplishments of ISRO are due to the spirit of the original 3 individuals who maintained such personal control in recruitment and could hire outside of quotas and reservations. Same story with BARC, Same story with cricket. Same story with early stages of IIT. Same story with RBI even today. Same story with the Gujarat economic surge. Same story with green revolution (the original one).

The ONE and ONLY truly great accomplishment of India is the unity amongst diversity that India has achieved consistently. With only minor politically motivated incidents being exceptions, the country and its people have really benefitted from the power of democracy without which there would have been absolute chaos that would have necessitated a Mao style takeover.

While it may be hurtful to Indian ego (it is to me personally) fact is India has to find ways of ridding itself of corrupt mindset to become and be considered a developed economy.

While it's unfortunate that China did not take the top spot this year, it was barely defeated by the U.S. team, which is 1/3 Chinese anyway.

However, one pattern that did not change was the pitiful performance of that other "gigacountry", India. Time and time again, India falls flat on its face in any kind of impartially adjudicated international competition. Why is this? Indian blowhards would have us believe that their backwater is home to the world's greatest ubergeniuses. Yet these ubergeniuses rarely seem to come through when it matters. Come on guys, the jig is up. You can't even assemble a more competent math team than tiny Macau.

I am surprised Japan score that low.

Japan's ranking has been slipping for a number of years. My personal guess is a lax in public education standard due to economic hardship. The otaku culture certainly won't help the issue. It is a similar thing to the hippie age during 70s experienced by US.

This is surprising; Iran, Syria, Russia, Canada, Mexico, Hungary all topped Pakistan.

Erm, not sure about Syria, Mexico, but Canada is historically a fairly strong competitor. Russia was one of the highest ranking nation back in USSR days and is still a strong contender even today.

The reason these exams don't matter is that these competitions ask only pre-collegiate students any country can 'prepare' them by teaching higher studies in advance to show their intelligence to the world. Not hard to find and prepare 6 students.

Erm, if that is true, wouldn't that be even more embarrassing when a country is defeated by one like North Korea? (Seriously though, Koreans are pretty good at math. It really isn't a wonder both Koreas did well.)

Using a load of fallacies in your argument, does not make Chinese people super smart. Let me know what these Chinese math olympiad students gained after olympiads. How many of them became real mathematicians, and won fields medal? If none of them, then it proves my point that they were using these "dopings" in their exams and they failed later. Don't take me wrong, I have no bad intention about your people, I just want to burst your bubble of illusions for your own sake.

李平立(Gold) Li Pingli went into Computer science at Peking University. He later went into the field of language and graphic information processing and because of his contribution, his and his team managed to make the Chinese software industry an international leader in that area.

张浩(Gold) Zhang Hao went into Mathematics in Fudan University. He went on to become a teacher at Shanghai Siji educational agency for mathematics for later generations of Chinese math competitors.

荆秦(Silver) Jing Qin went to Peking University. She later went on to become a professor at Harvard university,

林强(Bronze at 27th IMO, silver at 28th IMO) Lin Qiang went into mathematics at University of Science and Technology of China and he is currently a professor at University of Science and Technology of China.

方为民 (Gold) Fang Weimin went into mathematics at Peking University. Not sure about what is the current occupation.

In fact, roughly 90% of the Chinese Olympiad winners managed to enter academic fields and has contributed various level of work to their discipline. The rest 10% also managed different kind of achievements. For example, the Chinese math Olympiad winner Shao Yibo (邵亦波) became an entrepreneur. He is the founder and CEO of eachnet, an e-commerce site which later become a partner site to Ebay. Currently, he is worth USD 63 million according to Forbes.

Only the best, young (around 13 year-olds) and avid math lovers from the participating countries around the world are creamed for the test annually. IMO has been running for many decades. No advanced / most developing nations will shown scornful attitudes towards the annual event except, from what Ive seen here, the horde of Indians on the forum and elsewhere.

Dont participate in it India if you dont think its worthwhile

In fact you people have been organising local mock-competitions in your own country y-o-y and India was the host country in 1996
