So basically there are two Alumina refinery being built, beside Chinese FDI there is also Alumina refinery project being built by state owned PT Inalum. Both project are needed since we have set up the year 2022 to ban the export of our bauxit.

This Alumina Refinery construction in Kalimantan island, build by state owned Aluminium producer, PT Inalum.

The last marvel bridge construction example so far built by Indonesian state owned constructor companies is Bali toll road (high way) which was built during SBY administration. The bridge has 12.7 km long and it costed 220 million USD (the cost includes the road section in the mainland Bali)

The best talent will come from Jakarta and Bandung, West Java, where two best university comes from, University of Indonesia and Bandung Institute of Technology. But if the interview can be taken online there should not be any worry to attract talents from this regions to work in Batam island. Once the get hired, so they can move to Batam by plane or bus/car

Batam-Bintan Bridge Construction Starts 2022

Jakarta, CNN Indonesia -- Riau Islands Governor Ansar Ahmad revealed that the construction of a bridge connecting Batam Island and Bintan Island in the Riau Islands Province will begin in 2022.

For this reason, according to him, his party continues to strive to carry out the stages before construction according to the schedule that has been prepared, so that there will be no obstacles in physical development in 2022.

"These stages must be completed according to schedule and carried out by the Riau Islands Provincial Government, so that during the physical construction of construction in early 2022 everything runs smoothly and there are no more significant problems," Ansar said, quoted from Antara, Friday (28/5).

According to him, currently the process is still going according to plan, such as the proposed location determination, preparation for public consultation, implementation of the DED preparation stages and supporting data, environmental documents to land acquisition that will be used for development later.

Ansar conveyed that the construction of the Batam-Bintan bridge would have a broad impact on development on the two islands, including in the plan to develop a special economic zone, a container port, and an industrial area in Tanjung Sauh.

He is optimistic that if the two islands are connected by a bridge, more than 7,000 vehicles will pass every day, and this will have a major impact on the development of the Riau Islands' economic potential.

On the same occasion, Presidential Chief of Staff Moeldoko stated that the construction of the bridge would have a major impact on improving the economy in the Riau Islands.

"Hopefully the construction of this bridge will be realized soon, because as far as I know, the construction of this bridge has been eagerly awaited by the people of Riau Islands," said Moeldoko.

Director of Bridge Construction of the Directorate General of Bina Yudha Handita said the bridge will be built with a width of 33 meters. The 7,000-meter-long bridge is divided into two, namely Batam Island-Tanjung Sauh along 2,000 meters and Tanjung Sauh-Bintan along 5,000 meters.

The road construction is worth an investment of Rp13.66 trillion, which is planned to use a government-business partnership financing scheme.

Indonesia’s Batam Receives Two New Special Economic Zones

Indonesia is set to open two new special economic zones (SEZs) in the island city of Batam after President Joko Widodo recently approved the decision.

The new zones aim to develop a number of industries in Batam, with an emphasis on the digital economy, data centers, logistics, tourism, and aviation.

Batam has been a free trade zone since 2009, along with the neighboring Bintan and Karimun islands, and its first SEZs were set up in 2017. Together, the three islands are known as the BBK free trade zone.


In addition to the new SEZs, Batam has several other projects in the pipeline, including upgrades to the Batu Ampar Port and the development of the healthcare sector.

What are the advantages of a special economic zone in Indonesia?
SEZs in Indonesia benefit from several advantages, such as business tax and income tax cuts as well as special investment incentives. They also tend to have a higher-quality infrastructure and benefit from industry clustering. Free trade zones, in contrast, are not able to offer fiscal incentives.

Where are the new Indonesian special economic zones located?
Nongsa Digital Park currently focuses on digital technology and tourism and Batam Aero Technic specializes in the maintenance, repair, and overhaul of passenger aircraft; both will be upgraded to SEZ status.

The plans for the SEZs were submitted last year but required approval from Widodo, better known as Jokowi, before being finalized. Indonesia’s Coordinating Minister for Economic Affairs, Airlangga Hartarto, announced the new SEZs following a visit to Batam on June 12, 2021.

The Indonesian government hopes that the SEZs will help lead Indonesia’s economic recovery from the COVID-19 pandemic, which has battered the country.

Nongsa Digital Park: a hub for electronics and data centers
Nongsa Digital Park, located in the northeast of Batam, will see its status upgraded from a technological park to an SEZ. With the upgrade, the park will focus on research and development, education, and creative industries, along with its existing focus on technology and tourism.

The park originally opened in 2018 after bilateral discussions between Indonesia and Singapore to develop a “digital bridge” between the two countries. Travelers can reach Batam from Singapore with a one-hour ferry ride.

Currently, the park’s 155.43 hectares of land is home to over 100 technology companies, mostly from Singapore, employing 1,200 workers.

As an SEZ, the park aims to attract more international investors, beyond the largely Singapore-based contingent currently active in the area. Its goal is to receive 16 trillion rupiah (US$1.1 billion) in investments and to create 16,500 new jobs.

To reach this target, the park hopes to become a hub for data centers, an industry the market research firm Technavio projects will grow by US$10.57 billion between 2019 and 2023 in Southeast Asia.

Marco Bardelli, the park’s senior executive director, said that an initial 25 hectares of the park will be dedicated to data centers, along with planned expansion in the future. Currently, all of Indonesia’s data centers are located in Jakarta, the country’s capital and largest city.

In a statement, Hartarto said, “the government continues to encourage investment realization, especially for data centers, as an effort to improve and develop the digital economy.”

Batam Aero Technic: A node in Indonesia’s booming aviation industry
Batam Aero Technic is currently a 30-hectare facility owned by Lion Air Group, the holding company that owns Indonesia’s largest private airline.

With the upgraded SEZ status, Batam Aero Technic plans to expand from maintenance, repair, and overhaul of passenger aircraft to logistics and distribution, production and processing, and technology development.

The closest airport to Batam Aero Technic is Hang Nadim Airport, which is the region’s only international airport. In March, Korea’s Incheon International Airport Corp. won a project worth KRW 600 billion (US$519 million) to develop and operate the airport for 25 years, including opening a second passenger terminal by 2024.

Lion Air spokesperson Danang Mandala Prihantoro was quoted in an interview saying, “Our main hope is to develop an integrated aircraft maintenance (facility) so as to reduce the number of services currently being done abroad.”


Batam Aero Technic aims to receive 7.2 trillion rupiah (US$500 million) in investments and to create close to 10,000 new jobs with the upgrade to SEZ status.

Prior to COVID-19, Indonesia was the second-fastest-growing aviation market in the world, after China, according to the statistics firm Statista. Statista projected Indonesia to become the sixth-largest market for air travel in the world by 2034 due to tourism, trade, and the country’s island-based geography.

The COVID-19 pandemic has severely impacted Indonesia’s aviation industry. According to the aviation data provider Cirium, Indonesia’s annual seat capacity crashed from close to 163 million in 2019 to 130 million in 2020, representing a 20 percent decline.

Despite the disruption, a white paper by Padjadjaran University commissioned by the Indonesia National Air Carriers Association projects Indonesia’s flight volumes to return to pre-pandemic levels in 2024 and to make a full recovery by 2026.

Why Batam is likely to attract more Singapore-based investors
Batam’s new SEZs, combined with its proximity to Singapore and location on the busy Malacca Strait shipping route, give the island strong potential to grow and attract more international investors, especially those based in Singapore.

Singaporean-based companies can also benefit from the Singapore-Indonesia expropriation protection and upgraded double taxation avoidance agreements that entered into force in 2021, and access Indonesia’s huge 270 million strong domestic market.

Babin Bridge Preparation, Ansar Signs Collaboration with PUPR and AIB

Ansar Ahmad partially signed a Cooperation Agreement between the Indonesian Ministry of PUPR, the Asian Infrastructure Investment Bank (AIIB), and the Riau Islands Provincial Government in preparation for the construction of the Batam - Bintan bridge (on the Kabil - Tanjung side Sauh) at the Tanjungpinang Regional Building, Monday (09/01).

The signing was witnessed by Deputy PIP for Politics, Law and Security PMK RI BPKP Iwan Taufik Purwanto, Secretary of the Riau Islands Province Adi Prihantara, Leaders of the Riau Islands Provincial DPRD, Forkopimda Riau Islands, Bintan Regent Roby Kurniawan and Mayor of Batam represented by Assistant I and carried on with the Inauguration of the new Head of BPKP Riau Islands Representative, Mardiyanto Arif Rakhmadi.

At the end of the event, the Governor of Ansar said that the signing of this cooperation was carried out after going through several discussions between the three parties.

"Yesterday we discussed it again. Because we discussed it several times. The Ministry of Public Works and Public Housing and our team and AIIB. We discussed each one in detail because this involved a large project so that disputes were avoided in its implementation. At the same time, we are compiling a work timeline," said Governor Ansar.

Currently, according to Governor Ansar, the bidding process for the bridge construction that will be financed by AIIB, namely from the Batam landing point to Tanjung Sauh Island, is just waiting for the completion of soil investigation at 16 points with a budget from the Central Government through the PUPR Ministry.

"Hopefully at the end of 2023 or early 2024 the Batam Tanjung Sauh landing point can be auctioned because it's a government loan that will be financed by AIIB and the rest will later go through the PPP scheme," hoped Governor Ansar.

Governor Ansar added, in the cooperation agreement, the Provincial Government of Riau Islands focused on matters of handing over land on the Tanjung Sauh side, Buau Island and Bintan Island Landing Point later. Meanwhile, at the Batam Island landing point, it will be handed over to BP Batam.

"Currently the land acquisition process has 7 certificates that are still in the process of being finalized at BPN. All consignment processes at the court have been completed. When all is complete, we will hand over the land at once to the Ministry of PUPR," he said.

For information, to ensure the technical feasibility of the bridge design, especially in soil investigation, in 2023 the Ministry of Public Works and Public Housing allocates a budget of approximately Rp. 50 billion, to complete 16 points of land investigation deficiencies for the Batam - Tanjung Sauh Island side bridge in addition as well as completing the updated DED document, and 2 points for the Tanjung Sauh - Bintan Bridge with the PPP scheme. Where the process of signing the soil investigation work contract is planned for February 2023 and is expected to be completed no later than September 2023.

While the proposed project components and estimated planned costs for the Batam - Bintan Bridge construction project, especially on the Batam-Tanjung Sauh section of USD 300 million through the Asian Infrastructure Investment Bank (AIIB) loan, It consists of 3 components.

The first component is Construction Work with an estimated value of USD 236.88 million, or the equivalent of approximately Rp. 3.695 Trillion including bridge and approach road preparation works. Then the Construction Supervision Consulting Services component with an estimated value of USD 11.84 million or the equivalent of approximately Rp. 184 billion to finance construction supervision consultants and finally the Project Management Consultancy Service component with a value of USD 1.38 million or the equivalent of approximately Rp. 21.52 billion to finance project management consultants.

This cooperation agreement between the Ministry of PUPR, Pemprov Kepri and AIIB resulted in a timeline including Project Assessment which is expected in the 4th Quarter, 2023, Criteria and Preparedness Submissions which have been updated estimated in the middle of the 4th Quarter of 2023, and Issuance of the Activity List is expected 1st Quarter of 2024.

Then the Loan Negotiations are expected to end in the 1st Quarter of 2024, Council Approval is expected to start in the 2nd Quarter of 2024 and finally the Loan Signing is expected no later than the end of the 2nd Quarter of 2024. (r)
