UAE Buys Indonesia’s Stake and Steps Forward to Finance Korean Fighter KF-21 Project

In a move that highlights the burgeoning ties between the United Arab Emirates (UAE) and South Korea, the UAE officially announced its participation in the KF-21 project, pledging to cover Indonesia’s share of the investment.
This announcement comes as a significant step towards elevating their existing “special strategic partnership” to the highest level, a sentiment echoed during the 2023 summit where agreements were signed to invest $30 billion in Korean sectors including Nuclear Power, Energy, Hydrogen, and Defense.
As the KFX phase reaches its culmination, the KF-21, having passed successful tests, is slated to enter full production by 2024. The UAE has previously invested in advanced Korean weapons like the M-SAM Block-II interceptor and Chunmoo, hinting at a deepening defense collaboration.

Indonesia’s Share in the KF-21 Project

The UAE is poised to step in to cover Indonesia’s unsettled contribution, potentially settling the near 1 trillion won controversy.

This gesture marks a pivotal moment in fostering trilateral cooperation between Korea, Indonesia, and the UAE, although it brings along its set of complexities, including export approvals and coordination between the countries.

The Tawajun Economic Committee spearheads the UAE’s defense industry acquisitions and has sent a proposal to Korea’s National Security Office for collaboration on the KF-21 project. While details remain under wraps, the anticipation builds up towards the UAE president Mohammed bin Zayed Al Nahyan’s visit to Korea in October, potentially sealing the partnership and outlining the specifics of the investment.

Poland Shows Interest

Moreover, the KF-21 project is not only drawing attention from the UAE. Poland has also expressed a deep interest, highlighting the global attention and potential collaborations the project might foster in the near future.

DAPA, reports of ‘KF-21 development cooperation with UAE’ are “unfounded”

Delivery time2023-09-18 13:57

(Seoul = Yonhap News) Reporter Jeong A-ran and Park Soo-yoon = The Defense Acquisition Program Administration said on the 18th that reports that the government is likely to join hands with the United Arab Emirates (UAE) to complete the development of the domestically produced supersonic fighter KF-21 are not true.
In response to a related question at the Ministry of Defense's regular briefing on this day, DAPA spokesperson Choi Kyung-ho said, "After checking with all relevant agencies and departments, the information is unfounded."
One online media outlet recently reported, citing foreign media, that the UAE could replace Indonesia's unpaid KF-21 contribution.
Other media also reported on the 14th that the Tawazun Economic Committee, which is in charge of the UAE's defense industry acquisition, recently sent a letter to the President's Office expressing its intention to cooperate with the KF-21.
In response to this, an official from the Presidential Office said, "The report that the UAE directly mentioned cooperation with the Korean fighter KF-21 is not true," and added, "Considering that matters related to defense industry cooperation with other countries may affect diplomatic relations, we request that you refrain from reporting." "he said.
Previously, President Yoon Seok-yeol held a summit meeting with Indonesian President Joko Widodo in Jakarta, Indonesia on the 8th (local time) and agreed to work closely together to successfully complete the next-generation fighter joint development project.

The two countries are currently carrying out the KF-21 (Indonesian name IF-X) project to jointly develop a fighter jet by jointly covering a project cost of 8.1 trillion won from 2015 to 2026.
In January 2016, Indonesia paid 20% of the KF-21 development cost, about 1.7 trillion won (later reduced to about 1.6 trillion won), until June 2026, and received one prototype and various technical data, and received the fighter jet. It was decided to produce 48 units locally in Indonesia.
However, after paying only KRW 227.2 billion as of January 2019, the contribution was not paid for nearly 4 years due to budget shortages, and only an additional payment of KRW 9.4 billion was made in November of last year and about KRW 41.7 billion in February of this year
According to plan, more than 1.1 trillion won should have been paid so far, but Indonesia has paid only 278.3 billion won and is currently in arrears of nearly 1 trillion won.

The President of Indonesia opened the military parade on a BMP-3. A military parade was held in Indonesia on October 5 to celebrate the anniversary of the Indonesian Armed Forces. The military parade was accepted by Indonesian President Joko Widodo standing on a Russian-made BMP-3F. Indonesian President Joko Widodo said the military parade demonstrates Indonesia's readiness to face global challenges. Previously, Indonesia acquired Russian armored vehicles three times: in September 2007, 17 BMP-3, in May 2012, 37 BMP-3, and in April 2019, 40 BMP-3. The BMP-2 can also be seen at the parade. The date October 5 was chosen in Indonesia to celebrate the National Armed Forces Day, created in 1945.

I need to clear thing out since many Indonesian defense fanboys only listen to former Deputy Defense Minister that is now already replaced. He has become a Minister in other sector.

1. Those who wants Indonesia leave KF21 program is likely those who wants Indonesia keeps importing from Western countries. Inside the KF21 team, the only thing they speculate about those Indonesian who want to get out from KF 21 is because of "PENGADAAN" or in English means "procurement,". You know lah why Pengadaan is something interesting in Indonesia.... I dont want to accuse some one getting bribed, but this is the sentiment inside the Indonesian KF21/IFX team, and I am talking about very senior engineer inside KF21/IFX team from Indonesia side who understand the program well

2. Regarding TOT, it is not something like giving Indonesian engineers some secret paper containing high tech secret LOL. The TOT is more about letting Indonesian engineers to participate on all technologies development, including related to flight control system. During the EMD phase (2016-2026), there are restrictions on several key technologies. So Indonesian engineeers cannot participate on the development that is related to those technologies. That period is already over, cannot turn the time back, but we still can do our own development with the fifth prototype as experiment if the government give the funding for internal research.

The best thing to do is to make Wingmen STEALTH program according to me to support KF21/IFX program. We can hire foreign assistant like from BAE system like Turkish do in their KAAN fighter program (TFX) to help the program. As we are under our own control, so we can enter any technologies during the development. Here I show you what the technologies needed to develop any fighter plane : aerodynamics, configuration design, system engineering, subsystem, propulsion, flight control, air combat system, project management, structure analysis and design structure

3. Indonesia can still produce the plane in the country despite those restriction that happen during EMD phase. Because what happen during development is called Engineering development that is crucial to make Indonesian engineers can develop a fighter from scratch while the production of parts and system integration during the assembly process is in production phase (not engineering development phase) that pretty much can still be done. This is why it is different when Indonesia become part of developer compare to just holding license right to produce the plane inside the country.

By becoming a developer, Indonesian aerospace is learning and getting experience on how to develope a new fighter jet. Developing a jet fighter and producing a jet fighter is a different thing. There are design engineers and those who are working in production phase.

4. The lack of cost share payment is effecting Indonesian team further, making Indonesian engineers cannot send more than 39 engineers during the 2021-2026 period, so for those who think we should not pay the cost share in full and keep delaying, it is actually harming Indonesian interest.

So not paying the cost share in full will make Indonesian engineers cannot get the TOT as Indonesian Aerospace send the junior engineers during the 2021-2026 period. We need to pay them in full before we can start our IFX development based on our Air Force requirement and start the production in Indonesia. We will lost if we dont pay the cost share in adequate amount.

By paying in full we will get all of the data as result of working during the development and testing phase, including the data from Indonesian engineers working in Korea because all engineers can not bring flash disk to design center, all work conducted in Korea Design center cannot get out from that place. This is why KAI design Chief said that Indonesia cannot build the plane if SK doesnt give the data.

5. IT IS BULSHIT SAYING WE SHOULD ASK FOR TOT TO KOREA WHERE THE INTERNAL RESEARCH PROGRAM ON FIGHTER CONDUCTED IN INDONESIA IS STILL STOPPED DUE TO THE LACK OF FUNDING FROM MINISTRY OF DEFENSE

6. Becareful for those who dont support the program, they are likely group in Indonesia who wants to make Indonesia relies on Western countries forever. You are fool if you follow their narrative.

7. RAFALE TOT IS PRETTY MUCH NOTHING IN THE EYES OF INDONESIAN KFX/IFX ENGINEERS. WHAT THEY NEED IS TO HAVE FIGHTER PROGRAM CONDUCTED BY THEM WHERE THE KNOWLEDGE TAKEN IN ITB OR FOREIGN UNIVERSITIES CAN BE APPLIED (LEARNING BY DOING), NOT JUST GETTING SEMINARS ABOUT PARTICULAR TECHNOLOGIES.

8. KF21/IFX Program is the only way to master fighter technologies and Indonesian engineers can still try to get the technologies from internal research ( if the fund is exist which is not the case since 2018). With KF21/IFX program, Indonesian Aerospace will get one prototype that will be very useful for Indonesian engineers in fighter technologies because they can apply their knowledge through learning by doing, making experiment, and also can do reverse engineering legally.

The data stored in Korea Design Center from development and testing phased will also be given to PTDI if we are still on the program and pay our cost share in full. As I said previously that any works done in Korea Design Center cannot get out from that place, so we will only get the data after we paid our cost share in full. Thr data is needed for our IFX program development and also for production.

9. INDONESIAN KF21/IFX TEAM IS GETTING FRUSTATED WITH CURRENT INDONESIAN ADMINISTRATION DELAYING COST SHARE PAYMENT (NOT PAYING ENOUGH) AND STOPPING INTERNAL RESEARCH CONDUCTED IN BANDUNG WITH ITB SINCE 2018.

10. WHY THE MINISTRY OF DEFENSE UNTIL NOW NOT FUNDING THE IFX PRODUCTION SITE IS PRETTY MUCH BECOME THE EVIDENCE WHETHER THIS GUY IS SERIOUS OR NOT....The production facility is not yet completed, only physical building and some production equipment that are currently exist, not yet complete. Those facilities are made during former Minister of Defense (Ryamizard Ryakudu).

IF YOU DONT HAVE BUDGET, WHICH IS BULSHIT AS IT DOESNT SPEND TOO MUCH MONEY TO BUILD IT, AT LEAST SPEED UP THE TRANSFER OF ASSET OF PRODUCTION SITE TO PTDI SO MINISTRY OF STATE OWNED ENTERPRISES OR DEFEND ID CAN BUILD THE PRODUCTION SITE FROM THEIR OWN BUDGET OR FROM PMN

11. KF21/IFX program is similar like CN235 program as Indonesian Aerospace as part of developer can produce the plane as many as it can ( unlike license holder where there is limit on how many plane can be produced) and Indonesian Aerospace has the right to develop IFX further as it also gets one prototype (which is not the case for most license production rights) . PTDI is also part of KF21 global supply chain for wing (1 wing in every plane ), tail, and pylon. So every KF21 will have Indonesian made fuselage parts, alluminium and composit ones.

------------------------------------

This is what I know from my connection inside the team and my connection is senior engineers who understand about the program alot

Italy readies quick sale of patrol ships to Indonesia amid China fears

ROME — Italy is in talks with Indonesia to sell the Pacific nation two of its new PPA multipurpose patrol vessels, an Italian minister has told Defense News.

The ships to be sold would be among those already being built for the Italian navy in order to accelerate delivery, said Italian junior defense minister Matteo Perego di Cremnago.

He added that regional tensions with China meant Indonesia needed new ships rapidly.

“All countries in the region want to increase their fleets rapidly so fast deliveries are needed. Today, you can no longer think of delivering vessels within three years – we need to accelerate programs,” he said.

Italy has ordered seven of the multi-purpose vessels from local shipyard Fincantieri, with six now launched and three already in service with the Italian navy.

Vessel number six, the Ruggiero di Lauria, was launched on Oct. 6 at Fincantieri’s Muggiano yard in Italy.

The two vessels which could be sold to Indonesia would either be among those launched but yet to enter into service, or include the seventh, still-unlaunched vessel. The Italian navy would then order two more to fulfill its own requirement.

“It is not clear which of the vessels would go to Indonesia, that depends on when a contract is signed,” said Perego di Cremnago.

In 2020, Italy agreed to sell Egypt the final two of ten FREMM frigates it was already building for the Italian navy.

Rome decided to divert the two vessels to Egypt, then order two more from Fincantieri to complete the Italian navy’s complement of ships.

“There needs to be a flexibility on the part of companies, so they think, ‘I am already building this vessel, maybe I can divert it to that customer,’” said Perego di Cremnago.

“We did that with the two Fremms for Egypt which were due to go to the Italian navy. We could do the same thing with the PPAs,” he added.

The 143 meter long PPA vessels, which displace around 4,900 tonnes, can be configured in different versions, from disaster relief to full war-fighting. The ships are notable for their “naval cockpit” bridge, which were designed with help from naval aviators to resemble an aircraft’s cockpit and require just two navigators to pilot the vessel.
Fincantieri previously signed to sell six FREMM frigates to Indonesia in2021.
