India's Defense Procurement Procedure 2013

India’s revised defense rule book for procurement that guides acquisitions is expected to be ready by November end.

The revised Defense Procurement Procedure (DPP) is expected to be ready by the end of next month, Defence MinisterManohar Parrikar said Monday.

"The main drafting with amendments is in progress. In November, we may be able to complete it," he said.

"Some areas will possibly be cleared in the next couple of weeks... most of it is in the final stage," Parrikar told reporters on the sidelines of the Naval Commander's Conference here, the minister said work is on different areas of the DPP.

Giving out details, Parrikar said the offset clause has been modified. The procedure of handling complaints is also being modified as are the rules on blacklisting.

The Defence Procurement Procedure (DPP) was first drafted in 1992 and reviewed in 2002. It was then revised in 2003, 2005, 2006, 2008, 2011 and 2013
