marriage, divorce come under personal law, and each major comunity got their own.. hindus have their own laws and muslims their own, christian got their own.
Muslim laws are made by consultation of their board which is a group of males with fossilized brain. Govt finds it easy to modernise hindu personal law, as it is elected by popular hindu mandate (80 percent hindus).
Govt changing muslim laws unilaterally might be unethical from a democratic point of view. In any case govt wants to leave them alone as there is no popular demand. Only a handful muslim women fight for equality anyway.

If a muslim woman wants to avoid this, she can always marry under civil law, in which case muslim laws wont apply. Not many will do it.
