Hi,
If the state----ie the govt rules that 3 talaq is illegal---then the state law supercedes the current 3 talaq muslim concept---.
A muslim has to follow the law of the state as long as they don't interfere with the basic religious practices of the belief---basically the 5 pillars of islam.
3 talaq is not a pillar of islam---the state law can change it by majority vote.

There is no instant divorce in Islam.
1) No matter how many times you say talaq, it will be considered one talaq.
2) You must have 1 month waiting period for 2nd talaq and you cant have intercourse with the wife in between otherwise the first talaq become void. and you have to start all over again.
3) After 2nd talaq you have to wait another one month for 3rd talaq. You cant have intercourse with the wife within this time either otherwise all the talaq will become void.
4) before the 3rd talaq you have to go to the social elders for consultation for the 3rd talaq. They will try to negotiate for the restoration of the marriage. If they fails then a husband will be entitled for the 3rd talaq.
5) Husband can not talaq while wife is pregnant.
6) Before talaq husband has to pay all the dues (dowry) to the wife.
7) Husband has to pay alimony to the wife for the period of 3 months after divorce.
8) Once the divorce is commenced you cant remarry her again.
