India needs compulsory education. Truancy need to be an everyday word in Indian culture. Punishable by fines as first, with jail time and loss of custody of child for repeat offenders. India need to get educated first before it can be rich.

Truancy with jail time and fine is not possible. Making them understand the importance of studying is more of better approach then forcing people with jail time. Literacy rate is increasing rapidly, it will take time to reach the 100% goal. Secondly, the jungle tribes don't mix with people, that is why massive programs from govt are done to make them integrate with the society. India is not a homogeneous country, there are thousands of different tribes with their own language and to make them all come together will take time.
