Please since demonitisation, GST compensation fund was able to cover the revenue shortfalls for 2017, 2018, and 2019 (except for last quarter).

It is only this quarter that compensation fund has 67000 crores collected through GST compensation cess but revenue shortfall because of pandemic is 3.7 lakh crores. Centre disbursed 67000 crores (all of fund) and an additional 54000 crores. How do you suppose central to cover all of 3.7 lakh crores. It will have to do so by raising GST rates or by introducing pandemic cess. But first it has to borrow. Both will be unpopular. Why would you ask only centre to bear all the brunt because of pandemic?

China does not even need to strike. A massive Chinese buildup in Tibet costs very little for the PLA because the only threat facing the PLA Army is from India and clearly, there are still hundreds of thousands of troops (and resources) they can shift to Tibet without needing to enlarge the Army. Meanwhile, India already completely bogged down with 1 million troops facing Pakistan, will have to drastically increase their forces against China. Since they cannot afford to weaken the LOC, they must expand their Army and purchase a massive amount of equipment and even they cannot hope to match the Chinese military buildup. So either way it's a win-win for China : if India decides to conduct a massive troop buildup, it will put huge strains on the Indian military (decreasing much needed expenditure to domestic and foreign weapons purchases) and if India does not, then its strength disparity with China will only continue to grow. Add an economy in total shambles and an uncontrolled pandemic, then you really start to see how bad things are looking for India.
