All such analysis of Nuclear war are just assumptions and theoretical calculations.
2nd strike capability can be land based, air based and sea based. It all depends where, when & how your enemy is using Nukes against you.
Is your enemy hitting your strategic sites? Or civilian targets? Is it just delivering whole nuke passage instantly or nuking you at different time intervals......
Any way, no matter how destructive nukes are or how deadly their side effects are, surviving nuclear war is possible even for organic life under specific conditions. Securing Land based nukes is even more feasible.
Can nukes destroy under ground nuclear facilities in mountains regions? In heavily fortified & nuclear blast proof environment? Yes it can and No it can't ...... It's dependant quantity.....
Having TEL based delivery system offer you flexibility of choice & operation as well as increase the surveillance survivability of your nuclear weapons in a nuclear war.
You can remain in hibernation mode during the first strike of your enemy. And once it's over, you can move your TEL missiles via under ground tunnels thus exposing your vehicle to open only when you are in stand by mode..........
Same thing can be done for squadrons stationed under ground for delivering nuclear package at appropriate time.
I do believe that both countries have second strike capability to some extent right now and in future they both will increase its capabilities.
But being smaller in size and lack of strategic depth, Pakistan will always remain in dis advantage naturally........
Hence the need of MORE nukes is born as you have to hit MORE targets than your enemy.
