India's anti-graft bill fails to pass

Indian government's bid for the creation of an anti-corruption watchdog has failed after the measure could not garner the support of representatives in the upper house of parliament.


Acrimonious debate on the draft law continued into midnight local time (18:30 GMT) on Thursday with hundreds of changes put forward.

The 243-member Rajya Sabha adjourned amid scenes of chaos without voting on the bill after 14 hours of heated discussion.

The Lokpal bill, which grants authority to a new ombudsman to prosecute politicians and civil servants, was passed in the Lok Sabha, the lower house of parliament, on Tuesday.

India's ruling party, Congress, does not have a majority in the upper house of parliament but tried to unite its coalition partners, particularly its unpredictable regional ally the Trinamool Congress, in favor of the law. However, the governing party could not get the desired result.

The failure to pass the bill is a setback to Prime Minister Manmohan Singh's government, which earlier this month was forced to withdraw another major legislation that banned foreign supermarkets in India.

The anti-corruption law has been a major issue in India for months, the bone of contention between the government, the opposition and civil society activists.

Following the adjournment, the main opposition Bharatiya Janata Party (BJP) called on Prime Minister Manmohan Singh to resign, accusing his government of dysfunction.

Prominent anti-graft campaigner Anna Hazare staged a 12-day hunger strike in August to demand a strong law to eradicate widespread corruption in Indian public life.

it was not fail to pass but was not kept for voting by our shameless govt. I was watching live it was quite shameful and the excuses they are giving are nonsense.

so China is....common dude we had not run tank on our people. I had personally shown black flag to our P.M, Dr. Manmohan Singh, when he was invited for our convocation (to give our degree to our seniors) a Chinese student was there (Tu Wen Wen) was our class-met that time. Next year we had refused to shake hand with Vise President of India ( Mr. Bharo Singh Shekhawat) coz of his past support to Sati pratha in Rajasthan. We had voice and we are free to express it. Not like Chinese controlled voices

Get life at least we are working and bringing it's a matter of time not more than few months my friend, than we will have discussion on it.

Fails to Pass? That is a good one. It Passed the Loksabha to move to the Rajyasabha. Then it Failed to Pass the Rajyasabha. Once upon a time you either Failed or you Passed and your fate depended on it. Now it is possible to Fail to Pass and also to Pass only to Fail. This is modern politics. The politicians decided that if this bill Passed into law then most of them would not Fail to land in Jail where they would expect to Pass a considerable part of the remainder of their lives. So they caused the bill to Fail to Pass and thereby betrayed the entire nation. Now they are busy Passing the responsibility for the Failure on to each other. They do not realise that We The Nation can see through their childish tricks. Come next general elections, some will Fail to Pass the acid test of democracy while others will Pass into oblivion.

why to wait for terrorists, when we can put them in dustbin of history just we need to stand a give vote. Yaar look to our turnout our voting % is shameful.

obviously...educated citizens do not vote...illiterate and deprived vote for short term benefits(few buks and free liquor)

i am actually happy that this bill is not passed , it is a really weak bill , we need a strong lokpal not a weak one , bringing a weak bill would have no meaning or purpose , we would be back from were we started this process then , so lets be a bit patient and see to it that we have a strong law to tackle corruption .

but bro these congressies are really very cunnng they very well knew whats gonna happen in RS now they & whole chor media will squerly blame BJP for not allowing jokepal bill to pass & show congress as victim & upright party while BJP as a corrupt party & intern just might have a good performence in coming elections:hitwall::hitwall:

did you even bother to read the article properly or do you have proper knowledge about the issue , you just jump with your regular bullcrap that india is not a democracy , india is poor and blah blah ... the reason why this bill was not passed is because it is a weak bill , we all know how gov uses cbi as a political tool , most of the opposition political parties want cbi to come under lokpal , so that it can work as an independent body and there are many such issues on which there are some differences , once these differences are sorted out we will have a lokpal .
