Apart for Kashmir (the valley) and the few maoists in remote forest areas bordering and shared between the states of Jharkhand, Chhattisgarh, Andhra, Orissa etc. India don't have much internal security issues. As far as I know, the international border between India and Pakistan, along the Punjab, at least, is already heavily fenced, on Indian side, since long. I have seen this fence, myself, a long time back.
