Because when we got freedom, we didnt even had capacity build sewing needles.
Majority of population was living a life worse then slaves and nation had faced worst epidemics in decades before independence. Thus entire country was weak on economical, technological an well as wellness, hence most of the focus was on building up nation and its health.
why did successive indian governments allow construction of useless ( and now failed ) offices for the info.tech/services industry and the flyovers and roads needs for them ??
Can you cite some failed projects that where implemented and not where just on papers.
infosys company ( one of india's top five it companies ) has had suicides because of its policies and way of "working"... why was this company not shut down ??
Do you how big companies work?
Have you checked the list of companies globally who have more than 100,000 employees and suicide rates?
Do you know how many people committed suicide in GOOGLE the so called worlds best employer or for that matter FOXCONN the OEM manufacturer of APPLE and the worlds largest electronics manufacturing company.

You need to know economics, politics and war tactics.
A fair combination of people welfare and war posturing along with temp benefits have to be established for overall growth. you cannot have just one thing in hand and leave others.

1. no other society forced india to have a 1.35 billion population out of which most of it is a young male population... millions of girl children have been killed before birth or after, just since the early 80's when ultra-sound machines were introduced into india by usa government... india has no one else to fault but itself, and it should try to radically change rather than keep quoting population figures... there should be a immediate ban on males being born in india for the next 20 years... why can't modi have said this in his "selfie with daughter" idea ??
So what do you propose for those girls who are born during those 20 yrs.
Thankfully some of the idiots sitting on parilament benches in there worse form also makes statements better than these ones.
2. the natural resources are being exploited for transitory capitalist needs rather than for real welfare of people... i described this in the section just above.
Kindly give a detailed proposal along with vis-a-vis analysis of current government project and how your ideas could be better then those.
3. the "man power" is questionable, with no real skills, because of which modi could only forward "make in india" rather than "made in india".
You cannot build human skills by just tuning some radio frequency.
You forgot the share of agriculture in indian economy when it got independence and the current share of same.
If the share is fallen its all because of development of soft skills and technical skills that people are now being able to work outside core farming. And thats why you see the rise of many veritcals like pharma, IT, Biotech, metalurgy etc.
4. this tags with the previous point... a people lacking in real analytical skills and fear of risk-taking have not allowed india to be a technology creator... can you name one indian operating system, microprocessor and crewed space capsule ( like spacex dragon v2 ) ??
Can you name 5 countries on this planet out of 192+ that have built
1. OS thats commonly used
2. Microprocessor thats commonly used
3. Crewed space capsules?
Farting nukes from big hole at backside is easier then acutally reading and knowing.
Indians are major contributors to leading OS globally. Check the Linux community, see the Microsoft Development and Research Center.

5. compare the indian irrigation system to history's biggest irrigation system, the "great man-made river" project from the libyan jamahiriya... isn't it also a failure of the indian irrigation system and non-scientific farming methods that has mostly led to farming suicides, arsenic/fluoride-ridden ground-water poisoning and chaotic water delivery to cities ??
