Measure of IQ and its methodology used in the link provided by you is basically flawed. It depends on how a nation is doing economically at a given time. In the last decade or so alone the share of India's GDP of the world has almost doubled. By that logic, India's average IQ should be a little higher, and probably higher than Pakistan by now considering the state of your economy. Pretty impressive IQ growth in a short span I'd say. But its a little foolish to use the same IQ to comment on a country's technological advancement which itself depends on the economy.

They further argue that differences in average national IQs constitute one important factor, but not the only one, contributing to differences in national wealth and rates of economic growth.

They are talking about correlation not causation...and even with that correlation they pointed out that IQ is not the only factor that contributes to the rate of economic growth.

IQ and economy are not necessarily connected. If a nation has an overt or covert war imposed on it for nearly 20 years, then economic development is neither viable nor possible.
