Peace Research Institute of Oslo (PRIO) Director Kristian Berg Harpviken has said that India's involvement in Afghanistan, transferring of military equipment and training to Afghan Army were major concerns and security threats for Pakistan.

During an exclusive interview with Daily Times on Saturday, Harpviken said it was quite clear that India has grown from having a rather insignificant presence to establishing a strong foothold in Afghanistan. "India went to Afghanistan to provide assistance in reconstruction work, support the government in various projects and rebuilding of Afghan Parliament among other reasons. Recently, some efforts to transfer military equipment between India and Afghanistan were not welcomed in Pakistan, sighting that all these pose security risk," he added.

On trust-deficit between Afghanistan and Pakistan, he said that it was clear that Pakistan and Afghanistan share common interests, but insecurity of Afghanistan and the ongoing war in many tribal areas of Pakistan were creating problems for both countries. "Pak-Afghan leadership must look again on this count and try to understand each other's perspective," suggested Harpviken, who is also the co-author, along with Shahrbanou Tadjbakhsh, of a book titled 'A Rock Between hard Places: Afghanistan as an Arena of Regional Insecurity'.

He said that he recently went to Kabul and met Afghan security analysts and political leaders who were of the view that security concerns of Pakistan were very limited. "They sense that Pakistan is simply using Afghanistan for its own good and not understanding its needs," he added.

He said Pakistani politicians and security officials were in favour of a viable government in Afghanistan that represented all groups of people.

On the impacts of possible withdrawal of international forces from Afghanistan, Harpviken said that only 12,000 out of 150,000 NATO forces were present in Afghanistan while the remaining had pulled out. "The presence of these forces cannot be underestimated. Neither NATO nor USA wants complete withdrawal from Afghanistan until 2019," he informed this scribe.

On Afghan refugees, he said due to surge in the return of refugees; Afghanistan was facing a grave situation, as the country already had uncertain economy and no job opportunities. "They had very little to return back, as many of them were born and raised in Pakistan," he maintained.

On deterioration of United States-Pakistan relations, he said that the afghan issue certainly plays a part in US relations with both Pakistan and India. However, he added, USA also has concerns with security situations in Pakistan, especially the country's preoccupation with Afghanistan.

"I don't think Afghanistan is the only reason behind deterioration of US-Pakistan relation. Washington, in reality, thinks that the funds provided by US are not utilized by Pakistan in true letter and spirit, and they sight Pakistan as a non-reliable ally," he added.

On Pak-Indian relations, Harpviken said that Pak-India relations were altering between extremely cold to a little more lukewarm. Unfortunately, he added, lack of efficient political policies from both sides remained the biggest hurdle in resolving the problems.

He said although Kashmir has become the symbol of conflict, but the real conflict was much more than the disputed valley, adding that resolutions of all outstanding problems and issues were in favour of both countries.

Afghanistan has given India the permission to enter its soil, work for them...No bugger can question Afghans' decision.
It is an Indo-Afghan bilateral thing on which Pakistan is unnecessarily sweating its *** off. Insecure brigade march ahead !

ya right...so what is he saying? is he saying that afghanistan must become a puppet of pakistan so that pakistan should not fear anything from afghanisan, for this Afghanistan must stop receiving any help from india only to please pakistan?.:agree: and afghanistan should not ask for military hardware from india to fight Taliban only because pakistan feel threaten by this:o: and by doing this afganistan might get peace:hitwall:.


afghans in pakistan refugee camp will get a better life in afghanistan than they get in pakistan. with all the conflicts and instability, afghanisatn maintains a +ve GDP growth rate. they can develop much better than this in the future and they don't need to please pakistan to develop. afghanistan need military assistance from every nation which is willing to help them. afghanisatn don't have to concern about what pakistanis think about their weapon acquisition,

Days are counted. As Afghanistan grows in power they will demand Pakistan to come to negotiation tables to talk about Duran line. India should continue its full support to Afghanistan.

There is nothing to talk about Derrand line, it's international border period, Afghanistan can try all it wants, but it will end up in failure, just like torkham border issue, thanks for your concern, but you should be more worried about khalistan issue rather than Afghanistan as your country does not share a border.

Pakistan will do what it has to to harm and destroy indians and indian interests in Afghanistan, they are a threat to us

If Afghanistan does not help against our enemies then we cant help it against theirs and the consequences for the Afghans will be severe

One way or the other the indians will be hunted in Afghanistan it will be easier for the Afghans just to kick them out and bring peace to Afghanistan

At the moment their is no good strategic reason for,Pakistan to help Afghanistan in any way

Haha double standards than why u cry over when Nepal give it's land to china

Remember one thing don't mess with Pakistan from Afghanistan because these very same people who are supporting you in Afghanistan will dig graves of your diplomats agents soldiers so do what you want but see history of these unthankful people you are just putting you foot on land mines to self destruct yourself

The west has given $60 billion dollars and hundreds of thousand of soldiers in Last 10 years, did that help no. But we welcome indian boots on the grounds

The indians dont have the guts to put boots on the ground

They dont want to give significant and costly weapons in numbers and help incase Afghanistan collapses and they lose,all their investment

So they just hedge their bets slowly giving old weapons at a snails pace and a few projects to try to curry favour

A grave threat to Pakistan but a significant assistance to Afghanistan.

Pakistan just needs to sort out internal corruption and Mir Jafir and Mir Sadiq.

The external enemies will of course do their utmost to harm Pakistan, this should not come as a suprise and they will not stop.

Pakistan needs to sort out her internal problems. Then most of the attempts by the external enemies will fail. Inshallah!
