You are essentially saying two very different things.
1) India is trying to divert attention of Pakistan away from your current operations on your western flank
2) India is trying to fly low under the radar and finger you while your attention and resources are committed elsewhere (on your western flank)
I assume your rationale for (1) is that India is trying to help its proxies who are feeling your heat.
Why? Do we look stupid to you? Why would we have proxies if not to take the heat away from us? Having proxies, why would we then try to attract your heat back towards us by reminding you of our presence while you engage our proxies?
Does not make any strategic sense.
The premise for (2) is equally weak. If Pakistan is busy on its western flank, it means you are not busy on your eastern flank, the one you share with us. Its suits us for you to be busy elsewhere. Why would we disturb that calm by fingering you?
The only strategic advantage that could ensue from this situation is an Indian blitzkrieg type invasion while your forces are busy elsewhere.
And for that, it would be done without warning, at a time and place of complete peace. Not by ratcheting up tensions on the very border you plan to penetrate.
