No they aren't. Chini is sugar, but the original word for chinese was chinki, a reduction from cheen ki loga. The PLA is only only at whinning.The last time they had a stand off with our forces they ran with their tails between their legs.Heck even in 1962 they were the ones who called for the unilateral ceasefire when they came to know of a possible large scale Indian Army counter-offensive!!
The last time they went to war with a country small country like Vietnam they got their a$$es whooped by a supposedly "rag,tag" Vietnamese Militia back in 1979.The only thing that they can do right now is to bark without biting..
