A cease fire went into effect in 2003. Even before then, every year more soldiers were killed because of severe weather than enemy firing. The two sides by 2003 had lost an estimated 2,000 personnel primarily due to frostbite, avalanches and other complications. Together, the nations have about 150 manned outposts along the glacier, with some 3,000 troops each. Official figures for maintaining these outposts are put at ~$300 and ~$200 million for India and Pakistan respectively. India built the world's highest helipad on the glacier at Point Sonam, 21,000 feet (6,400 m) above the sea level, to supply its troops. The problems of reinforcing or evacuating the high-alitude ridgeline has led to India's development of Dhruv Mk III (powered by the Shakti engine, which was filght-tested to lift and land personnel and stores from Sonam post, the highest permanently manned post in the world.[25] India also installed the world's highest telephone booth on the glacier.[26]

oh!c'mon you people are just enjoying because india buying things from here there except a few ,everything is phoren filling corupt babus and general pocket . If we going by your theory those 30%will never come up . Rich are becoming richer and poor are always poor.

You are absolutely right.
But you need to consider some other facts too. Its about defence of nation. Our economy is booming and we are not cash striped.
we have enough money left even after such out-of-bounds deals to counter the problems of 30% poor. The bad and corrupt governence and ineffective implementation of policies are the reasons behind all social falacies not these defence deals like other countries who spend much on defence then they reall can afford.
Indegenisation of defence industry should be promoted and is being promoted but the effect to be visible is not an overnight venture. Again ineffective implementation of policies result in delays and unsatisfactory result.
But at end , can we put the security of nation on stake because of some morons like babus and corrupt officers?? I think NO.
