NEW DELHI - Pakistan warned Feb. 25 that India's huge military modernization program posed a serious threat to stability in a "nuclearized" South Asian region.

"New war doctrines, tremendous boost to the defense spending, induction of new sophisticated weapons systems, these are elements that are prejudicial to regional security and stability," Pakistan Foreign Secretary Salman Bashir said.

His comments followed talks in New Delhi with his Indian counterpart, Nirupama Rao - the first direct discussions between the nuclear-armed South Asian rivals since the November 2008 Mumbai terrorist attacks.

India, which last month inducted its longest range nuclear-tipped missile into the army, has plans to spend up to $30 billion on its military by 2012.

India is scheduled to unveil its 2010-11 defense budget Feb. 26, a budget that was jacked up by 24 percent to 1.42 trillion rupees ($28.4 billion) the previous year.

Bashir described as "irresponsible" comments by Indian Army chief Deepak Kapoor in December that India must be prepared to fight simultaneous wars on "two fronts" - a clear reference to Pakistan and China.

India has fought three wars with Pakistan since independence in 1947, and a brief but bitter war with China in 1962 over a border dispute that remains unresolved.

"We have drawn the attention of the international community to the importance of preserving the regional balance between Pakistan and India," Bashir said. "This is a nuclearized region, and it is important that Pakistan and India engage meaningfully on the whole range of issues under regional peace and security."

See we are in the epicenter of terrorism, may it be India or Pakistan, Defense is always a the top priority.... We are modernizing our troops in order to face any challenge, may it be from terrorists or any country... Its as simple as that...

Every country has a right to maintain defense forces according to the threats they perceive. However Indian military buildup exceeds the threat they face. That is why it is in return a threat to neighbours.

If you are modernizing your forces because you have been the target of terrorists or have been attacked by terrorists then your build up is not going to help you. If you are using terrorism as an excuse for military buildup then invest in areas that shall help you prevent the same from happening again.

Purchasing fighters, frigates, missiles, tanks won't help you against terrorists.

First clear up your own assessment of the threat you face and then plan accordingly.

Then why is pakistan buying F-16's and Other stuffs from USA in the name of terrorism??? See everyone has the right to military build up...

Shouldn't we leave it for a country to decide the nature & type of threat it envisages to itself in the near & long term ?

How can Pakistan decide what threats India faces ? Terrorism form the neighborhood is one of them.

Chinas threat exceeds the threat they face, yet they are still doing it.

There was a time when India & Pak to really have peace and no military hostilities..and some PAK a***** generals blew it all at Kargil !!! So the Indian military planners (hawks) are successful in convincing the moderates to have more funds to military..and diplomatic breakthroughs by having Israel & US hardware have tilted military balance to India's favor enormously & I could see desperation and seeking divine help by Pak members here..Pathetic..

Which is why it is said Kargil war was the biggest strategic failure for Pakistan for which they still are paying a price.
