Government approves autonomous Gorkhaland administration

The Central government on Monday approved autonomous Gorkhaland administration.
The government directed Home Ministry to sign the agreement with Gorkha Janmukti Morcha (GJM) and West Bengal government.

The treaty will form autonomous hill council, the Gorkhaland Territorial Administration (GTA) and will resolve the long pending demand of separate Gorkhaland state. The GTA is armed with more powers compared to its former avatar, the Darjeeling Gorkha Hill Council, formed in the late 1980s.

However, the GJM has said that autonomous Gorkhaland administration is the foundation of separate Gorkhaland.

On the other hand, Left Front has expressed dissatisfaction over the content of agreement with the GJM.

Centre to give administrative freedom to Gorkhaland

New Delhi: The Central Government has given its go-ahead for creation of Gorkhaland Territorial Administration - an autonomous body that will have greater administrative powers than the existing Darjeeling Gorkha Hill Council.

The decision has been taken after the Cabinet Committee on Political Affairs (CCPA) meeting and Home Minister P Chidambaram has been directed to go to Kolkata to sign the agreement with the concerned parties.

The members of the West Bengal government, the Centre and the Gorkha Jan Mukti Morcha (GJM) are expected to sign the agreement on Monday.

Chief Minister Mamata Banerjee met with GJM president Bimal Gurung and other top party leaders on Sunday in this regard.

The Left has decided to stay away from the event saying the deal will spark violence and pave the way for the formation of the separate state of Gorkhaland.

Prakash Karat said the deal will spark violence and pave the way for the formation of a separate state of Gorkhaland.

"We are not in agreement of the nature of the settlement or terms of the agreement," said Prakash Karat.

Meanwhile, a CPM-backed group has called a bandh in North Bengal in protest.

Shops in Sukna on Monday remained closed and roads were empty.

The bandh is expected to bring life to standstill in Jalpaiguri, Malda, North and South Dinajpur as well.

The people of the Terai and Dooars region are worried the pact will be detrimental to their interest.

A Bipartite agreement was signed today between the West Bengal government and the Gorkha Janamukti Morcha (GJM), paving the way for resolution of the conflict in the Darjeeling hills, at least for the time being.

The crux of the agreement was that the GJM will assume power in Darjeeling, with its three MLAs being inducted into the Board of Administrators that would run the affairs of the hills till a new Hill Council is formed through elections to be held later

Not entirely convinced by the move. And smaller states are better is a ridiculous way to look at it. BTW read this. Very good article from ToI.

I don't think Gorkhaland will be crafted as a separated state. Rather it will be an autonomous region under West Bengal, much like we have the Bodoland Territorial Council or BTC in Assam. The Bodo insurgency was put to rest after the government decided to form the BTC.

The structure of Gorkhaland might be similar to the BTC.

Anyways, an extremely positive development.

My concern is that this will give rise to additional demands like Telangana, Vidharbha etc etc. And we already had union territories under the centre's rule. A new entity may lead to more confusion and chaos. But as long as the common man benefits, I guess it's fine.

What sort of freedom from the center would the new Hill council enjoy?

It is still under the center but will not have to rely on the govt of West Bengal for the development of the area. The local council will have power and can use locally generated revenue (mainly through tea) for development of the area without having to share it with the rest of West Bengal. Trade off is that it will not be a new state.
