It does not mean that BD is already a "power" but more clearly it is growing into a "power".
Now my definition of "power" meant a country that would grow to become no longer "poor" and quite well capable of defending iteslf against something but an all-out Indian attack.
Your insecurity is the reason why you turned this innocous phrase into an issue. For sure India would love for BD to be a vassal like Nepal/Bhtuan but BD will gain more and more freedom of action the richer it gets and the more heavily armed it becomes.
BD has no illusions, nor does it desire, to become a "power" like the UK and France are now but it will become a country that will eventually not be one that can be pushed around by India like in the past.
