It's not always about what generation it is. Being 3rd gen does not mean they lose its purpose as a plane. It may no longer fulfill the role dedicated to it originally, but it can still serve in other means, i.e. local patrols or weapons testing. Mind you upgraded 3rd gen can even be a handful against 4th gen especially if you have the numerical advantage. It all depends on how you use them. The idea is to keep a healthy balance.
