India invites bids for $2.4bn artillery contract

NEW DELHI: India on Saturday invited foreign bids for a $2.4 billion artillery deal while deferring a decision on acquiring 106 Swiss Pilatus aircraft for fighter pilot training.

The bid for 814 mounted guns is the first big artillery tender in nearly three decades since the scandal-hit Swedish Bofors guns deal in 1987.

The Defence Acquisition Council, which clears high-value military procurements, issued the tender after holding its first meeting under new Defence Minister Manohar Parrikar.

The high-value bid comes as India seeks to replace its old 105mm light field guns with a mix of towed, mounted and wheeled artillery.

“The minister took stock and stressed on fast and transparent acquisitions,” a source in the defence ministry told AFP. But a decision to acquire basic aircraft trainers from Switzerland “was deferred to a later date”, the source said.

India, the world's largest buyer of weapons, had signed a deal for 75 Pilatus Basic Trainer Aircraft in 2012 and has inducted 53 of them till now.

In March, the ministry issued a “request for information” for the procurement of an additional 106 trainers under its “buy and make” procurement category.

Under this provision, some equipment is bought from abroad and the rest is made domestically. India's government is keen on such arrangements as they involve technology transfers and boost local manufacturing.

India is in the midst of revamping its ageing military equipment and recently lifted a cap on foreign investment in defence.

The Pilatus deal is part of India's ambitious plans to replace its outdated collection of Soviet-era aircraft. The Russian-made MiG-21s have been tagged “flying coffins” for their abysmal safety record.

The defence council also considered a proposal by global aircraft major Airbus Defence and Space and India's Tata Advanced Systems Ltd to offer the Airbus C295 medium transport to replace the air force's fleet of 56 Avro aircraft.

India's right-wing government, which swept to power in May, has pledged to streamline and speed up the procurement process which was hit by delays and corruption allegations during the previous Congress coalition.

India has been keen to move ahead with defence orders amid a string of new border skirmishes with arch-rival Pakistan in the disputed Kashmir region and an increasingly assertive China in the far northeast.

It is an issue... but we've got huge numbers of provate players coming up. Baba kalyani's offerings are something to watch out for.

So.. The artillery scene has changed pretty drastically in the last 2 or so years, let alone since I've been on PDF. Then there was no news, or lack of movement in this field, now it's literally raining artillery.

Here is some of the things being delivered, or inked that I know of. People can fill in what I've missed.

Artillery is bound to be an eastern warfare thing. As a result, India will be the world leader and exporter in artillery tech in a few more years.

DefExpo 2018 must have sent shivers in our friends as well as enemies.

What about 105mm upgrade?? How many do we need to upgrade? What is the present status?? Do you think they will phase out by 2025?

Do you think India will buy BFL ULH after buying M777? Though MSG ver. have more chances to be bought.

Whats the present number of bofors?? In 2009 it was 200.

Do you think we will buy more foreign artilleries after buying M777 & K-9? If so what type?

Is DRDO developing SPG based on ATAGS?

I dont know if there is a set requirement put out by IA for it's modernization, but Bharat Forge has a lighter 105 package and a MGS, but using the Indian 105 barrel.

Boy I sure hope so. These guys are taking risks that should be rewarded, granted it passes trials.

Personally, I think this should be scrapped. ATAGS, Dhanush 52 are enough.

They will for sure.

OFB is also making a MGS, SPG using Dhanush 52. They've shown an early prototype of the MGS.

So far what i know there won't be 105mm class only 155mm after 2025. Maybe 155/39 is going to replace all 2400 105mm so we can expect orders from BFL.

If there is ofb-52 cal msg on trials then why need foreign tender same goes for 155/52mm towed gun when we have ATAGS?

Would be a good idea.

Most of these options didnt exist when these tenders were opened, reopened, opened, reopened, back then.

The most preplexing is Bharat Forge is managing 3 155/52mm towed guns.

ATAGS

Baba mentioned they want to be the biggest artillery producer on the planet, they just might eventually.

.
Self Propelled arty - 100 K9 coming, with total requirement eventually upto 300 if needed.

Mountain artillery - 145 m777 ultra light howitzer 155 mm coming, with more to possibly follow. Will replace 105 mm as the main punch of mountain divisions in adverse terrain.105 mm will remain in support role.

General Towed artillery -
Foreign tenders no longer relevant. All future orders of 2000 odd guns to be 155 mm ATAGS.
300 plus Dhanush 155 desi bofors on order, production begun after trial mishap.
300 M-46 130 mm howitzer to be upgraded to 155mm by OFB.

Mounted Gun system -
600 plus requirement. On hold atm.Probably waiting to see the development of indigeneous options.

Its raining artillery guns in India ,its good to see so much innovation by private players ,I am a fan of Kalyani ULH it could be one of the best howitzers in the world
I feel like the government agencies have purposely delayed some of their artillery projects ,I mean dhanush could've Been produced much earlier but they despite having technology transfers kept sitting on files and did nothing, thanks to private companies we will no longer be deficient in artillery guns
I also feel like army is too hard on indigenous development programs they have to undergo strict trials for years far too long
