As per report to Parliamentary committee 1128 T-72 upgraded as of Dec 2017 but the remaining 1200 T-72 need MoD approval

The upgrade for the remaining 1000+ tanks are pending.

1000 T-72s and 1000 BMP-2s are to be upgraded in the next phase.

Using Indian army's definitions, Pakistan army has a same rate of obsolete equipment or maybe even higher.
I mean if India considers BMP-2 to be obsolete, just think about the status of Pak M113s.

Pakistan is now making is own customized version of M-113s also new APC/IFV is under development.

Indian government is not deliberately providing the funds which Indian forces need. Its more of a issue that they don't have money. Also, it must be noted that how Rafael deal was curtail from over bloated number of 120 odd planes to 30 odd and then defence minister Parrikar was on record said that India cant afford such number.

Kinda funny, when Indians have been boasting about bankrupting Pakistan in this arm race, yet cant afford and keep up with the race themselves.
