Because China was not completely deployed our military over the border, it took China 3 years to prepare war in 1962, Dongland standoff was only over 2 months and India know that China will not wait indefinitely, when we're ready we will not ask India permission for war.

In 1962, our PLA soldiers have to climb and walk thousand miles to Indian border, it was the worst long march and still manage to defeat India. 3 years preparation in 1960s was realistic time table consider the infrastructure condition of that time.
