Please, I think you are confusing the status the Pak army enjoys in Pakistan with the Indian army's in India.

In Pakistan one can criticize army and none would come mock them in hordes reminding them of some jawan who died in an occupied territory like it happens in India.

Well China your second biggest obsession after Pakistan has far bigger economy. But it is far down the line when it comes to being arms importer. In fact its imports are going down way faster than Indian's fudged GDP rates.

For all those unable to understand why the world's largest arms importer is wasting its time "reinventing the wheel" by devloping its own systems:


the Americans exported/doled out goods to Pakistan ( AN/TPQ-36 Firefinder radars) and sold us ( AN/TPQ-37 ) for a lot more money than both combined. one AN/TPQ-37 system costed 68 crores in 2002

52. The Ministry have informed that ANTPQ-36 and ANTPQ-37 WLR from USA have been acquired by Pakistan. It is learnt that Pakistan had procured ANTPQ-36 WLR in September, 1996 and ANTPQ-37 WLR later.
53. During the oral evidence it was stated by Secretary (Acquisition):— "......We are considering going in for the American Raytheon Weapon Locating Radar......".
54. During the oral evidence Secretary(R&D) informed the Committee:— "......In 1989, we found that ANTPQ-37 which we are now bidding for is the best available WLR, unfortunately that radar was not cleared for India for many reasons. We also went and tested the ISKARA; we recommend that ISKARA could be brought. It was immediately cleared. Army has tested this radar......if this CVC report had not come up, perhaps we would have bought it..... ANTPQ-37 is costlier at about Rs. 68 crores and ISKARA is about Rs. 47-48 crores."

so for the cost of less than 3 WLRS, we now have our own comparable WLR

each WLR now costs 64.92 crore in 2016 (from 30 ordered at 1947.50 crore). compared with the cost of ANTPQ-37 is costlier at about Rs. 68 crores in 2002, the present cost (with dollar inflation and dollar price change) is 140 crore in 2016.

This is ONE system, when ordered in such large quantities the savings are in the 100s of millions of USD alone.
