It's a proper procedure. That's way accounts of each and every department get properly maintained.

And it is only a paper work. In reality, government money remains with government.

State government either asks for exemption or asks for additional funds from Central government to meet expenditure.

You just need to read again what you wrote, you are not making any sense. Army and Army men do not charge for saving citizens and helping the country when need arises.
Did army charge citizens? Where? Your logic is flawed from the begining, army men are paid additionally if they are taking up special mission. You are arguing over a non sense and the worst part is you know it is nonsense.

IA and Air Force need to pay states and citizens when their incompetence causes loss to states and citizens, or Indian Military running a profit making business.

This Primary responsibility and role of any Military to help and safeguard its country and citizen.

Our military don't run any business that serves public, never. Military is run by government with tax payers money.

For any loss of life due to any calamities the government pays the compensation to the public not military. Military is there just to do their job as directed by the government.

A country runs through accountability of their budget. Due process has to be followed. Exemption will be seen later, but the proper procedure needs to be followed. Maybe if countries were accountable to their citizens regarding their spendings they wouldnt need to beg around the world. Just saying. Btw concern for Indian victims and billing procedures is much appreciated.

As per Government Accounting Rule, 1990 stated by Controller General of Accounts, in Appendix 5, it is clarified in details what are the charges a state government has to pay for the various kinds of duties armed forces perform during natural and other calamities such as earthquakes, floods, fire and famine.

Besides, other costs as mentioned in the lists, the cost of consumable stores and non-consumable stores, which includes depreciation of an aircraft, repairs and maintenance among all other things will also be chargeable.

WHAT IS THE PROCESS OF BILLING?

So the expenditures incurred by armed forces during performing relief operations during natural disasters in any state are not free.

The bills are raised by Ministry of Defence for the relief and rescue operations undertaken by the three services in the state.

Normally, the central government adjusts this cost while disbursing the relief package to the state and sometimes state bears the cost partially ( State -25% Centre -75% )

This still does not justify the connection between the topic of this thread and your following comment.

Our respect for the armed forces multiplies as every day we come across the pictures of their rescue operation in the flood-hit Kerala.

As per the report of Ministry of Defence, 32,000 people have been rescued and 3,500 people received medical aid by Indian Armed Forces so far in Kerala.

Indian Air Force has carried 794 sorties to facilitate safe transport of 3,031 passengers and distribution of 822 tonne of relief material in various parts of Kerala.

As Kerala slowly limps out of its worst crisis situation, questions are being raised on social media that does it all come for free?

Some comments like "army bills the state for flood relief work" and central government foots the bill by adjusting the grant it announces, sparked a new controversy among the netizens.

This is central Govt. and Armed forces responsibility to help assist and protect citizens of a country. their Budget and salaries are paid by the Taxes collected from the citizen.

There is a procedure for everything, you or others finding it now and being surprised isnt a concern. This is how governments and their budgets are maintained. Money doesnt fall or vanish into thin air. It has to be accounted for and there is proper guidelines. That should satisy people who want to know why.

Well i feel that it is grossly unfair how lopsided the decision is. Still i am the one who logged inhere so will try to stick to your rules. I hope same prompt. actions against any pakistani.
