Well it's not just Haryanvi Jats who are winning the medals...North East folks are equally into sports requiring physical strength like boxing and weight lifting. Infact, it was Andhra's Karanam Mallishwari who is the first India woman to win an Olympic Medal that too in weight lifting is a southerner. Most of the other athletes in sporting events like table tennis, badminton, archery are all Southies...majority of our national football team also comprises of North Easterners and South Indians. So we're not relying on any particular community since each state has an emphasis on a particular sport. For instance, majority of India's badminton players come from the states of Andhra & Telangana
Unfortunately, our emphasis and priority is also on a dying sport called cricket where a ton of our funds and resources are diverted. If not for South Asia, cricket would've been long gone...hopefully we allocate our resources to make a mark in the next olympics and other sporting events...particularly swimming where there are a ton of medals to grab
