Like posted earlier ,It was on request of the Sri Lankan Govt,

the Government of India has responded to a request from the Government of Sri Lanka to send urgent relief assistance for people who have been displaced or affected due to this natural calamity.

Indian to provide 1MN USD of flood relief

If your question is why IAF?
The answer is since its urgent,the fastest way would be airdrop of course.

if it's on request then i have no question at all.
obviously i wont feel easy if USAF or any other country air force sending sth to China without any request from Chinese gov. no matter if their intention is to help or not. Of course if in a situation that the Chinese gov. is not functioning then it's a different story.
