why use Chabahar port , they knew they can use it whenever they want , they knew Pakistan would bar thousands of Indian trucks travel through that border unmonitored. if they wanted to send help the shipment would have already been on its way to Afghanistan by rail road and trucks through Iranian route
they just managed to put a hedge between average afghans who are sleeping with empty abdomen and Pakistan for free
just by making a simple statement they put Pakistan in loose-lose position.

they simply trying to regain part of what they lost in Afghanistan for cheap
