India and the US today renewed the defence framework agreement and went on to review emerging “regional security dynamics” — a euphemism to describe the growing aggression of China and the changes in Afghanistan following the withdrawal of international troops.

New Delhi and Washington are worried, for vastly different reasons, following the developments in the disputed South China Sea where Beijing is “creating” new islands (by dredging) to increase its maritime claims to control vast areas of international sea-trade routes. Indian concerns are economic; it has oil-drill blocks in these waters besides having $70-billion trade with countries to its east.

The agreement on defence cooperation was signed at a meeting between Defence Minister Manohar Parrikar and US Defence Secretary Ashton Carter tonight. It builds upon the success of the previous framework (signed in 2005) to guide the bilateral defence and strategic partnership.

“The new framework agreement provides avenues for high-level strategic discussions, continued exchanges between the armed forces of both countries and strengthening defence capabilities,” a Ministry of Defence (MoD) statement said. Sources feel India will now be allowed access to greater US military capabilities and equipment.

The framework describes the transformative nature of the Defence Technology and Trade Initiative (DTTI). Both countries have finalised two projects for joint development under the DTTI—Mobile Electric Hybrid Power Sources, a kind of field generator to operate a vast array of equipment, and the next generation protective clothing to provide Indian troops protection from nuclear, biological and chemical attacks.

The two sides agreed to expedite discussions to take forward cooperation on jet engines and aircraft carrier design; to pursue co-development and co-production projects that would offer tangible opportunities for “Make in India” initiative.
