UNSC already blamed JeM for Pulwama.
So it would have not made any sense to repeat its statements.

The Masood Azhar issue is from few years back. We don't revise it every month after new incidents. Remember that China had vetoed it last year itself. So, why make a fuss of Pulwama when the issue predates it?
