'India supports for EU waiver on trade preferences to Pakistan'

Pakistan on Thursday claimed India had assured Islamabad that it would not make any further comment at the World Trade Organisation's (WTO) Council for Trade in Goods on the time-bound European Union (E.U.) waiver on trade preferences that was offered to Pakistan to help recover from last year's devastating floods.

Asked about India's continuing opposition to the E.U. waiver, Foreign Office spokesperson Tehmina Janjua said the Indian leadership, including Prime Minister Manmohan Singh, had assured Pakistan that it would refrain from comment at future WTO meetings on the issue.

The first such assurance was given in March when Dr. Singh met his Pakistani counterpart at Mohali for the India-Pakistan cricket World Cup semi-final match and then again during Foreign Minister Hina Rabbani Khar's visit in July.

Seeking to set the record straight on the issue, the spokesperson said the delay now in getting WTO clearance for the waiver was because a couple of other countries had raised questions and made some comments. “Since the WTO works on consensus, these have to be thrashed out” and Pakistan was hopeful of doing so before the next meeting of the Council for Trade in Goods next month. She did not name which countries were still opposing the waiver.

When the Council for Trade in Goods discussed the waiver in November last year, India, Vietnam, Bangladesh and Peru - while sympathizing with Pakistan - expressed systemic concerns with the E.U. request in terms of possible implications on the multilateral trading system and to similar exports of developing countries. India's contention was that it would affect textile workers in other developing countries. New Delhi also questioned the benefits of such a short-term programme to Pakistan.

The E.U. waiver seeks to extend duty-free treatment to 67 products including dried mushrooms, gloves, cotton yarn, dresses and shoes besides tariff-rate quotas for another eight products, including ethanol, from Pakistan for a two-year period. These products, by E.U. calculation, amounts to almost 900 million Euros in import value, accounting for about 27 per cent of E.U. imports from Pakistan.

Meanwhile, Pakistan was also appreciative of the maturity shown by the Indian leadership in not rushing to point accusing fingers after the Delhi High Court blast on Wednesday.

As for concerns expressed in the Indian Parliament about the development of infrastructure by China in ***************** Kashmir, Ms. Janjua said: “Development of any region of Pakistan is within the sovereign right of this country and ‘AJK' (Azad Jammu & Kashmir). Who the ‘AJK' Government seeks to collaborate with for development of their region is a decision for them to take. At the same time, we appreciate Chinese help in the development of ‘AJK' and other parts of Pakistan.''

Dont get too carried away. Pakistan would have gotten the waiver anyhow. When India realized this, they did the right thing. Instead of opposing a just cause why not start supporting it and send a positive signal.

India drops objections to EU trade concessions for Pakistan


ISLAMABAD: Pakistan is upbeat that India will no longer object to Pakistan receiving trade concessions from the European Union (EU) as a result of the massive floods that devastated Pakistan last year.

The Indian prime minister had assured his Pakistani counterpart in Mohali earlier this year that India would not make any further comments in the next round of the trade committee of the World Trade Organisation (WTO) on the decision of the European Union to allow access to nearly 75 products from Pakistan, which would enter the European markets without tariff for three years. New Delhi has agreed to withdraw its objections and allow consensus in the WTO. The trade committee meets in October for the fourth time on this issue.

Foreign Minister Hina Rabbani Khar also raised this matter during her recent visit to it to New Delhi, and it appears that with the softening of India's position Pakistan is all set to receive this 27-nation EU trade-aid package. "It is appropriate that India is so forthcoming though we still have some technical difficulties which will have to be addressed. These technical difficulties pertain to a couple of countries who have also earlier made comments at the WTO which works with consensus,î the spokesperson of the Foreign Office told the weekly media briefing.

She did not name these other countries, which are Bangladesh and Sri Lanka. The latter has already withdrawn its concerns at the WTO and there are indications that after an assurance from India, Bangladesh too will follow. Pakistan gets $300 million yearly from its 75 products exports to the EU with nearly 67 products having zero tariff. On the remaining eight, reduced duty would apply.
 
I think this is a red herring from Pakistan side. Because Indian government can not risk its already diminished credibility. If India officially says this in WTO then its a death nail for the current Congress government. The opposition would simply tear it down. Even Congress's allies like DMK and TMC would pull the rug because textile is a big industry in both TN and WB. In India after agriculture textile is the largest employer.

So the above news is coming only from Pakistani side and India will not oblige them if congress wants to complete its remaining term.

Keep in mind that a little 'positive rhetoric' here and there does not point to an actual shift in the international policies of any of the three nations - only tangible policy changes, if and when the occur, can do that.

Actually a majority of the Indians don't even want this little positive rhetoric as it directly hurts the livelihood of millions of Indian garment makers. But the stupid airheads that constitute the Central Govt and especially this hare-brained PM - with all his emotional atyachar for his land of birth - are intent on molly-coddling Pakistan even though there is no tangible benefit emerging from it.

They ought to treat Pakistan for what it is - an entity that has nothing much to offer to India.

Indians are concerned with serving their self interests,while Pakistanis are concerned with serving Humanity, Equality and Justice. Why can't we compete on the quality of our garments internationally? Why should India have a monopoly of a good, just because of her influence? Low mentality thinking at best.
